横行する人身取引「日本は人身取引大国」、組織的手口で少女売買／神奈川

 

「現代の奴隷制」ともいわれる人身取引。

 

特に日本人の女性が性風俗産業で強制的に働かされるケースが増えている。

 

人身取引は過去の話でも外国の出来事でも決してない－。

 

被害者支援に取り組む関係者は「身近な問題として考えてほしい」と訴えている。

 

人身取引の目的は（１）性的搾取（２）強制労働（３）臓器取引－に大別される。

 

性的搾取の被害者支援などに取り組むＮＰＯ法人「ポラリスプロジェクトジャパン」の藤原志帆子代表は「日本は人身取引大国」と指摘する。

 

昨年、同団体に電話やメールで寄せられた相談は３３１件。

 

４割を日本人が占め、その割合は年々増加しているという。

 

「特に少女が性的な商品として売り買いされるケースが増えている」。

 

交際相手など身近な人から親密な関係につけ込まれ、ドメスティックバイオレンス（ＤＶ＝配偶者らからの暴力）の被害者が売春を強いられたり、児童買春の被害少女が相手に脅迫されたりすることもある。

 

借金のかたに性風俗店で働かされるケースも後を絶たない。

 

特に最近は、複数の人間が役割分担し、巧妙に支配下に置く組織的な手口が特徴だ。

 

女性を追い込むために、ホストクラブで高額な料金を請求し仲間のヤミ金融業者から借金をさせたり、モデルのスカウトと偽って撮った裸の画像などを脅迫の材料に使う事例もある。

 

「国籍を問わず、性風俗産業に身を置く多くの女性は、決して自由な意思で働いているわけではない」

 

そう強調する藤原代表が問題視するのは、女性や子どもの性をめぐる日本社会の意識の低さだ。

 

性的サービスに従事する女性が被害者だとの認識がなく、逆に根強い偏見を持つ。

 

女性を性の商品とみる傾向が強く、人権侵害との視点を欠く。

 

国際的には人身取引とされる児童買春の量刑が他の先進国に比べて軽く、加害者に“寛容”な態度を示す－。

 

藤原代表は「こうした意識が人身取引の温床になっている」と指摘。

 

厳罰化とともに、性的描写が目に余る雑誌やラブホテル、繁華街の客引きや性風俗店といった「性的搾取を誘発する要素が身近な場所で氾濫する状況にメスを入れるべき」と訴える。

 

ストーカーやＤＶを念頭に、「誰かが犠牲となって初めて法律や制度が変わるのでは、あまりに悲しい」と藤原代表。

 

「人身取引に無知、無関心では済まされない。身近な地域からノーを突き付ける。そんな民意の高まりが求められる」と強調している。
