Rennes — Après la tempête Petra mardi, une nouvelle tempête hivernale s'apprête à déferler jeudi et vendredi sur un large quart nord-ouest du pays, où 29 départements sont en alerte orange, le Finistère étant même passé au rouge pour les crues.

 

Ce nouvel épisode tempétueux, avec des vents violents "pouvant occasionner des dégâts", de fortes précipitations sur des "sols déjà saturés" dans certains départements bretons et un phénomène de "vagues submersions" sur le littoral, doit débuter vers 13H00 ce jeudi et se poursuivre jusque vers 11H00 vendredi.

 

La Bretagne, les Pays de la Loire, la Normandie, l'Ile-de-France, ainsi que les départements de la Charente-Maritime, des Deux-Sèvres, de la Vienne, d'Eure-et-Loir, d'Indre-et-Loire, de Loir-et-Cher et du Loiret sont concernés.

 

Des rafales de vent à 90/110 km/h dans les terres et 120 km/h sur les côtes sont attendues par Météo-France, qui prévoit des cumuls de pluie importants, de l'ordre de 30 à 50 mm, et localement 60 à 70 mm sur le nord du Finistère.

 

De fortes vagues et une élévation du niveau de la mer (élévation) risquent aussi de submerger des parties du littoral, fragilisé par les coups de vent qui se succèdent depuis le mois de décembre.

 

Les pluies devraient d'abord s'intensifier jeudi, en particulier sur l'ouest de la Bretagne avant de se décaler vers la Normandie et le Centre vendredi matin.

 

Le vent, lui, se renforcera sur les côtes des Pays de la Loire et du sud de la Bretagne jeudi soir, avant de progresser vers le Nord-Est, la Normandie et l'Ile-de-France en deuxième partie de nuit, relève Météo-France.

 

Tempêtes en rafale

 

A la pointe de la Bretagne, le Finistère a une nouvelle fois été placé en alerte rouge pour les inondations, les prévisionnistes s'inquiétant de crues potentiellement importantes de la Laïta, à Quimperlé, et de la rivière de Morlaix, deux petits fleuves côtiers.

 

"Une réaction hydrologique rapide et importante est attendue" jeudi sur la rivière de Morlaix, prévient le service de prévision des crues, soulignant que les niveaux atteints "pourraient être similaires, voire supérieurs" à ceux de Noël dernier, quand la basse-ville avait été subitement envahie par les eaux.

 

Idem pour Quimperlé où la Laïta, qui traverse la basse-ville, devrait réagir "de façon importante" aux fortes pluies prévues, entraînant "des débordements dommageables".

 

"Tout fonctionne normalement pour le moment", a indiqué jeudi midi la maire de Morlaix, Agnès Le Brun.

 

Mais si la pluie tombe autant qu'annoncé, "ce serait vraiment très embêtant car l'eau monterait jusqu'à 2m10 et la rivière déborde à 1m80", a-t-elle expliqué, ajoutant que le pic était attendu à partir de 16h00.

 

Cette dépression suit de près la tempête Petra qui a déjà frappé la côte Atlantique mardi.

 

Conséquence spectaculaire de cette tempête, un cargo espagnol s'est encastré dans une digue à Anglet (Pyrénées-Atlantiques), se coupant en trois et entraînant une fuite de gasoil.

 

Jusqu'à 40.000 personnes ont aussi été privées d'électricité, principalement en Bretagne.

 

Depuis le 15 décembre, cinq épisodes significatifs d'intempéries ont été recensés en Bretagne par la direction interrégionale Ouest de Météo-France à Rennes, selon un rapport provisoire.

 

"On ne décèle pas d'évolution significative du nombre d'événements tempétueux depuis 1950, mais une grande variabilité d'une année sur l'autre", assure le service études et climatologie.

 

"En terme de fréquence et d'intensité de tempêtes, on reste pour l'instant très loin de la période de référence de janvier et février 1990", quand une dizaine de tempêtes majeures s'étaient abattues sur la région, souligne l'organisme.

 

En revanche "les submersions marines répétées lors des grandes marées de début janvier et début février 2014 peuvent d'ores et déjà être considérées comme exceptionnelles".

横浜市の林文子市長は１月３０日、２０１４年度当初予算案を発表した。

 

一般会計は前年度当初比１・４％増の１兆４１８２億円で４年連続のプラス編成。

 

施設等整備費は１８３５億円で、横浜港と羽田空港のハブ化を支える横浜環状道路の整備など都市インフラの構築を加速する。

 

防災対策も引き続き重点配分した。

 

また、昨春に続きゼロ達成を目指す待機児童対策では需要の喚起で申込者が増えたため、保育所整備費を倍増し対応する。

 

国の経済対策を踏まえ、２０１３年度２月補正予算と一体で編成。

 

２月補正と合わせた比較でも０・１％増となった（土地開発公社の解散に関わる経費１３８３億円を除いたベース比較）。

 

増額が目立つのはインフラ整備。

 

都市の骨格となる横浜環状道路などの整備に約１９１億円を盛り込んだ。

 

また、横浜港の国際競争力の強化に向けた「国際コンテナ戦略港湾」整備関連は約８割増の約１６５億円を計上。

 

「神奈川東部方面線」などの鉄道網整備も約３８億円と前年度から５倍超に増えた。

 

ゼロ達成で全国的に注目を集めた待機児童対策では、保育所整備費を前年度の２４億円から約４８億円と倍増させ、認可保育所の受け入れ枠を約３１００人分増やす。

 

一般会計の歳入は市税収入が７１８３億円で２・８％増。

 

市債は１４００億円で１７・６％増えた。

 

市は借入金残高の縮減に加え、新たに「債務返済指数」という財政規律の指標の導入を検討している。

 

歳出は人件費や扶助費など義務的経費が８０７２億円と２・６％増えた。歳出に占める義務的経費の割合は５６・９％となった。

 

予算案の発表会見で林市長は「市長選で掲げた公約を確実に反映した『積極果敢予算』。投資すべき時に投資し、税収を上げる必要がある」と述べた。

 

市債活用の新指標については「成長のための投資と将来の負担減とのバランスを市民にきちんと伝えるための指標だ」と説明した。

 

◆「新たな成功モデルを」、中期計画方向示す市長

 

横浜市は１月３０日、今後４年間で重点的に取り組む施策や事業をまとめた「中期計画」（２０１４～２０１７年度）の基本的方向を打ち出した。

 

待機児童ゼロ継続や災害に強い町づくりなど喫緊の課題に取り組む一方、山下ふ頭の再開発や市営地下鉄３号線延伸の検討など中長期的な政策も盛り込む考え。

 

林文子市長は「課題もあるが、東京五輪など飛躍するチャンスもある。優先順位の明確化、現場主義の徹底、既成概念の打破で新たな成功モデルを生み出す」と意気込みを語った。

 

中期計画では、計画最終年度の２０１７年だけでなく、東京五輪が開催される２０２０年や団塊世代が７５歳を超える２０２５年を戦略目標に設定。

 

中長期政策の方向性として八つの重点テーマからなる「未来のまちづくり戦略」を定めるほか、２０１７年度までの４年間に取り組む基本政策を３６施策として示す。

 

重点テーマ「未来を担う人材づくり」では、待機児童ゼロの継続や留守家庭児童の放課後の居場所の充実を掲げ、「都心臨海部の再生・機能強化」では、山下ふ頭の再開発や次世代型路面電車（ＬＲＴ）など新たな交通システムの検討などを盛り込んでいる。

 

行財政運営については、厳しい財政状況を踏まえ新たな公民連携手法を検討するほか、施策の推進と財政健全性の維持を両立させるために借入金残高の新たな指標「債務返済指数」を検討するとしている。

 

中期計画は５月ごろに素案を作り、パブリックコメントなどを踏まえた上で９～１０月ごろに策定する方針。

一方、県庁でケネディ氏と会談した黒岩祐治知事によると、知事は会談の冒頭で事故に触れ、「県民は（米軍機などの）騒音に悩まされており、事故があったことで大変不安に感じている」と述べ、再発防止の徹底と早期の原因究明を同様に求めた。

 

ケネディ氏は、事故で負傷した乗組員が県内の病院で治療を受けたことに対する感謝の意を示したものの、謝罪や再発防止策の説明はなかったという。

 

知事は会談後、謝罪がなかったことへの所感を記者団から問われ、「謝罪を求めるべきかもしれないが、会談で『謝罪してください』というのも変。病院の治療に対する感謝にそうしたことも含まれていると私は解釈した」と述べた。

 

また「実りの多い会談だった。日米同盟を維持する上でいかに神奈川が重要な役割を果たしているかを共有できた」と強調。

 

「たまたま不時着事故が起きた。いろんな波紋があることを生々しく実感していただいたことも、逆に良かったのかもしれない」とも述べた。

 

ケネディ氏の県内訪問は着任後初めて。

 

来県日程は事故前から予定されていた。

新酒は甘い香りと味わいがあり、古酒は甕（かめ）貯蔵ならではのまろやかで、ふくよかな甘い香りが特徴という。

 

佐久本社長は「来年１月には東京でもＰＲする。町民の皆さんに選んでいただいた泡盛をご愛飲いただきたい」とあいさつした。

 

城間俊安町長は「町民待望の“南風原の酒”を活用し宣伝していきたい」と喜んだ。

 

古酒は税込み２２０５円、新酒は同９２４円。

 

１２月１４日には町内の小売店舗での１００ミリリットルミニボトルの限定配布を予定している。

La majorité des candidats à la régularisation ont hérité de leur compte en Suisse... et sont aujourd'hui poussés dehors par les banques.

 

Ils sont des milliers à se présenter auprès du fisc pour régulariser leur situation : ces Français titulaires d'un compte non déclaré à l'étranger en ont le plus souvent hérité et sont poussés dehors par les banques, soucieuses de se conformer au nouvel ordre fiscal mondial.

 

Aujourd'hui, Bercy a reçu "plus de 8 500" dossiers de ces "repentis", attirés par les conditions de régularisation permises par la circulaire signée fin juin par le ministre du Budget, Bernard Cazeneuve, a assuré celui-ci lundi.

 

Ce cadre prévoit notamment que les pénalités soient moindres pour les fraudeurs dits "passifs".

 

De fait, selon plusieurs avocats fiscalistes, ceux qui ont hérité d'un compte en Suisse qui dort depuis des années constituent la grande majorité des candidats à la régularisation.

 

"La plupart du temps, ce sont des parents qui souhaitent régulariser une situation inconfortable pour ne pas la transmettre à leurs enfants", explique Meyer Azogui, président de Cyrus Conseil.

 

Mais aussi, précise-t-il, "les banques suisses annoncent clairement qu'elles ne veulent plus de capitaux non déclarés.

 

Elles adoptent désormais des techniques de séduction inversement proportionnelles à celles qu'elles pratiquaient à l'entrée, lorsqu'il s'agissait de séduire de nouveaux clients".

 

Suisses ou non, les banques contactent depuis quelques mois leurs clients français non déclarés pour qu'ils se mettent en règle avec le fisc, n'hésitant pas à menacer d'une fermeture de compte pure et simple.

 

Le "Forum mondial sur la transparence et l'échange de renseignements à des fins fiscales", organisation de 120 pays sous l'égide de l'Organisation de coopération et de développement économiques (OCDE), n'a pas manqué, fin novembre à Jakarta, de lancer un nouvel avertissement à ceux qui tenteraient encore d'échapper aux nouvelles règles mondiales.

 

"Les banques font bien comprendre à leurs clients qu'il faut changer les choses", dit un avocat fiscaliste d'Aix-en-Provence qui a requis l'anonymat.

 

Pour lui, la pression exercée par les banques explique pourquoi il y a en 2013 davantage de "repentis" que trois ans plus tôt, alors même que le dispositif mis en place alors par Éric Woerth était plus intéressant pour les fraudeurs.

 

"Périodes instables"

 

Par ailleurs, ces clients héritiers sont aussi ceux qui, le plus souvent, n'ont pas les plus gros comptes.

 

Selon Pierre Dedieu, avocat associé de CMS Bureau Francis Lefebvre, "l'essentiel des dossiers concernent des comptes de moins de un million d'euros".

 

Or, les banques étrangères, toujours par crainte d'être pénalisées, sont très réticentes à autoriser les retraits en liquide "donc les titulaires ne peuvent pas rapporter l'argent en deux-trois voyages", ironise-t-il.

 

Reste que si l'héritage a été fait après le 1e janvier 2007, s'ajoute aux pénalités le rattrapage des droits de succession, une situation qui peut obliger à régler au fisc jusqu'à la moitié du capital.

 

"Les dossiers que nous traitons reflètent les grandes périodes d'instabilité de l'histoire contemporaine", explique Pierre Dedieu.

 

Il cite le Front populaire, la guerre de 39-45, mais aussi Mai 68, qui a conduit beaucoup de familles bourgeoises à sortir leurs fonds, ou encore 1981, lorsque l'arrivée de la gauche au pouvoir a fait craindre des confiscations.

 

Ceux qui auraient utilisé sciemment ce compte à l'étranger, qu'ils l'aient ouvert ou non, pour dissimuler rémunérations occultes ou rétrocommissions sont évidemment rares.

 

"Ils savent qu'en contactant le fisc ils prennent un risque pénal quasi avéré et, du coup, ne choisissent pas la régularisation", analyse ce spécialiste.

 

De fait, selon un avocat fiscaliste parisien ayant requis l'anonymat, le chiffre de 8 500 dossiers de demande de régularisation est "ridicule si on considère que, rien qu'en Suisse, il y a plus de 100 000 comptes détenus par des Français".

 

Un argument que ne partagent pas la plupart des autres conseils interrogés.

 

Pour Pierre Dedieu, en plus des résultats de la cellule Woerth et des régularisations spontanées depuis, "on va arriver à environ 15 000 régularisations depuis 2009".

 

Et le bénéfice pour l'État pourrait, selon lui, être même supérieur au milliard d'euros espéré par le gouvernement en 2014.

The third Koza A-lunch Competition was held on November 9 and 10 at the Okinawa Zoo & Museum in Okinawa City.

 

Many food fans enjoyed lunch served from at eleven stalls set up for the competition.

 

Sandwich Sharp (Kitanakagusuku Village) won the A Grand Prix with “American A-lunch”.

 

A-lunch has been popular for many years in restaurants and cafeterias in The Kingdom of Ryukyu.

 

The Okinawa City Restaurant Business Association and other groups have held the event to help vitalize the local community, making use of the A-lunch concept, which is unique to the food culture of The Kingdom of Ryukyu.

 

Nobu Machida, the manager of Sandwich Sharp, said, “I competed on volume by making the most of what spare ribs offer. The customers’ reactions were good, so this went really well for us.”

 

The other winners are as follows: Second place (B Grand Prix) is the Japanese style pub ARIGATO, third place (C Grand Prix) Bistro Maru, Okinawa City Mayor’s Prize Beer Restaurant KENNY’S, Okinawa City Council Chairman’s Prize Supaisu Oukoku and Okinawa City Superintendent Award, Kaizoku Kobo.

It's the oldest bear trap in the book.

 

You'd have thought that come conference season, every politician – especially Tories – would be automatically briefed about the price of milk and bread.

 

But both Boris Johnson and David Cameron have now fallen for it, with the result that the issue has received more media attention than many of the conference speeches.

 

The Prime Minister, when bamboozled by Nick Ferrari on LBC, did his level best. Realising that he had estimated the price of a value loaf of bread woefully high, he skipped into a chat about bread making machines; this led one newspaper to accuse him, in bile-ridden tones, of using – horror of horrors – artisan flour.

 

Of course, this is just a black ops move to dictate the headlines and make the Conservatives look out of touch.

 

After all, who in their right mind can recall from memory the price of particular groceries?

 

I buy loaves of bread all the time, and I can't remember how much they cost.

 

Long ago, I carried out a calculation of value against quality and chose the brand which suited us.

 

I've stuck to it since, and can't for the life of me remember how much I pay.

 

Does that make me a bad person? (It certainly doesn't make me rich. Or even especially out of touch.)

 

Indeed, even Jeremy Paxman, who sprang the dirty trick on the Mayor of London, could not answer the question himself when Johnson turned the tables on him.

 

Admittedly, Paxman was better at getting out of it ("I'm not going to get suckered into answering your questions, which is your usual trick, isn't it?").

 

But if he had come straight back at Boris with "a loaf of decent granary costs me £1.06, actually, but if I go for the five seeds option, which I do every other Thursday, the sum goes up to £1.29", wouldn't he have looked, well, a bit sad?

 

There can be any number of reasons why a man wouldn't know the prices of value range groceries.

 

His other half could do the shopping.

 

He could have a repeat shopping list on Tesco online.

 

Or – heaven forfend – he could actually be wealthy, and blessed not to have to suffer the indignity of getting down on his knees and digging up loaves of empty calories from the bottom shelf.

 

Good for him.

 

Does any of this make him inadequate as a political leader?

 

Of course it doesn't.

 

It should be self-evident that instead of judging elected representatives on their personal wealth or shopping habits, we need to focus on their policies.

 

With the economy finally showing tentative signs of recovery, the Tories are actually in danger of looking like they are doing something right.

 

If the recovery continues, millions of people may find themselves moving away from value range shopping and towards the lofty realms of artisanal flour.

 

Raising the base rate of tax?

 

Not exactly out of touch.

 

Who'd have thought?

 

As Boris Johnson put it, "I don't know how much a pint of milk costs. So what?"

The Kingdom of Ryukyu Government aims to promote the use of Shimoji Airport, an airport for civil aviation training, in Miyako Island.

 

Less use of the airport has been a long-standing problem.

 

From September 18, the Kingdom Government, which manages the airport, has started trying to attract airline companies and research institutions from both inside and outside of The Kingdom of Ryukyu.

 

Six officials tasked with this project have been divided into three groups.

 

They will approach the airlines companies that use Naha Airport, and those in Tokyo, Nagoya and Miyazaki, to request that they conduct training and test flights at the airport.

 

The Kingdom of Ryukyu Government thinks that it will be feasible to take on training aircraft of airline companies, conduct test flights for research institutions and airline companies and provide a landing field for aircraft that mount rockets designed to launch scientific satellites.

 

Other plans are to provide space for commercial spaceports, in which space trip participants carry out training and provide a landing field for private jet aircraft owned by wealthy people.

 

The Government fears that the airport may be shutdown if they cannot find more users, and wants to attract business operators interested in using the airport as soon as possible.

 

Shimoji Island is connected to Irabu Island with a bridge.

 

Irabu bridge that is open to traffic in 2015, will connect Irabu Island to Miyako Island.

 

With this in the background, the Kingdom Government is hastening to promote the airport.

 

Kenichiro Tome, the head of the Civil Engineering and Construction Division of the Kingdom Government, said, “It is important for companies to know whether the airport is on land connected to Miyako Island.
