TOKYO (AFP) - Japan's road, rail and air travel services faced further disruptions on Saturday, reports and officials said, after a fresh snow storm killed three people and injured 850 others following last week's deadly blizzard.

 

Snow began falling on Friday morning in the capital Tokyo and piled up to 26cm by early Saturday, a week after the heaviest snowfall in decades left at least 11 people dead and more than 1,200 injured across the country.

 

A driver was killed on Friday in a crash involving his car and a truck on an icy road in Shiga, central Japan, while a farmer died after a tractor overturned on a snow-covered road in southwestern Oita, local media said.

 

In a separate snow-related accident, a driver was killed and three others injured on an expressway in central Shizuoka, the news reports said.

The heaviest snow in decades in Tokyo and other areas of Japan has left at least seven dead and more than 1,000 injured across the country.

 

As much as 10.6 inches of snow was recorded in Tokyo by late Saturday, the heaviest fall in the capital for 45 years, according to meteorologists.

 

The storm hit Tokyo on the eve of its gubernatorial election.

 

Observers say the heavy snowfall may affect voter turnout in the city of 13 million people.

 

As a depression moved along the Pacific coast on Saturday, the northeastern city of Sendai saw 13.8 inches of snow, the heaviest in 78 years.

 

Local media said at least seven people have been killed in snow-linked accidents – mostly crashes after their cars skidded on icy roads.

 

In central Aichi prefecture, a 50-year-old man died after his car slipped on the icy road and rammed into an advertisement steel pole, a local rescuer said.

 

Public broadcaster NHK reported at least 1,051 people were injured across the nation, many of whom had slipped on the ground or fallen while shovelling the snow off their roofs, NHK said.

 

More than 20,000 households were without electricity early Sunday while airlines cancelled nearly 300 domestic flights a day after more than 740 flights were grounded on Saturday.

 

Nearly 5,000 people were stranded at Narita airport on Saturday as traffic linking the airport to the capital was disrupted, NHK said.

 

Further snowfall is expected Sunday in the northern part of the country, the Japan Meteorological Agency said.

Washington — A major snowstorm rolled across the northeastern United States, with forecasters calling for as much as a foot (30 centimeters) of snow in some places before it leaves a cold snap in its wake.

 

Downtown Washington fell virtually silent after the federal government, seeing the swift-moving cold front approaching, closed its doors and told civil servants -- who Monday had the day off for the Martin Luther King holiday -- to stay home.

 

Many offices and schools followed suit, as 20 mile (32 kilometer) per hour winds whipped the falling snow through the unusually quiet streets.

 

Washington's Metro system reported half as many riders as a typical weekday, and business was so slow that many restaurants used Twitter to woo customers with bargain-priced drinks.

 

Enough snow was expected to fall on the US capital to turn the evening rush hour into a Beltway traffic nightmare, as the storm churned its way into New York and the northeastern New England states.

 

"The storm along the Mid-Atlantic Coast will deepen rapidly while moving northeastward to the Canadian Maritimes paralleling the coast by Wednesday evening," the National Weather Service said.

 

"The system will produce moderate to heavy snow over the mid-Atlantic coast into southern New England that will move into the Gulf of Maine by Wednesday morning."

 

In its wake, the storm will see temperatures drop as low as eight degrees Fahrenheit (minus 13 Celsius) in Washington overnight -- with the mercury unlikely to climb back above freezing before Saturday.

 

FlightAware, a website that monitors air traffic in real time, said nearly 3,000 flights into, out of or within the United States had been cancelled Tuesday.

 

The lion's share of affected flights involved busy airports in the New York, Philadelphia and Washington areas.

 

National passenger rail operator Amtrak said it would operate "a normal Tuesday schedule," but it warned passengers to "anticipate some weather-related delays."

 

Private forecasting service AccuWeather call for snowfalls to be heaviest along a band stretching from the Canadian province of Nova Scotia and the northeasternmost state of Maine down the Atlantic seaboard into Virginia.

 

"Travel conditions will deteriorate rapidly due to slippery roads and diminishing visibility," AccuWeather said.

 

"As the air turns colder, the snow will become dry and powdery. Increasing winds will cause extensive blowing and drifting snow."

 

The Washington Post's popular Capital Weather Gang blog forecast up to 10 inches of snow in and around the US capital, ahead of a return of sub-freezing temperatures later this week.

 

Organizers of Wednesday's annual March for Life rally on the National Mall, which typically draws tens of thousands of Americans who oppose abortion, said they were going ahead with the event.

 

In New York, a storm alert remained in effect until 6:00 am (1100 GMT) Wednesday with as much as a foot (30 centimeters) forecast for the metropolitan region.

 

Temperatures were set to fall below normal, to as low as 10 degrees Fahrenheit (minus 12 Celsius) with winds gusting to 35 miles (56 kilometers) per hour.

 

Dozens of schools either closed for the day or told parents to expect their youngsters to be dismissed from class earlier than usual.

 

Courthouses called off proceedings in the afternoon.

 

Across the Hudson River, New Jersey went ahead with its mid-day inauguration ceremony for re-elected governor Chris Christie, who is battling allegations he used his office to bully political foes.

 

But an evening gala on historic Ellis Island in New York Harbor to mark the start of his new term in office was cancelled due to the storm.

 

What the National Weather Service called a "fast moving but potent" snowstorm had earlier dumped seven inches of snow on airports the Chicago area, before temperatures fell to the freezing level.

L'alerte orange persiste dans huit départements, vendredi 22 novembre : l'Ain, l'Allier, l'Isère, la Loire, la Haute-Loire, le Puy-de-Dôme, le Rhône et la Saône-et-Loire sont touchés par un épisode neigeux "suffisamment notable" pour engendrer des difficultés de circulation, précise Météo France dans son bulletin matinal.

 

Les chutes de neige, faibles en début de nuit, se sont intensifiées à l'aube.

 

Elles doivent se poursuivre vendredi avant de faiblir peu à peu par l'est.

 

Météo France précise que les précipitations neigeuses persisteront néanmoins durant la nuit de vendredi à samedi dans le Massif central et prévoit la fin de l'épisode neigeux, au plus tôt, samedi vers 21 heures.

 

La région de Saint-Etienne, déjà paralysée mercredi, sera la plus touchée avec 20 à 30 centimètres attendus au sol.

 

Météo France prédit également de 3 à 10 centimètres sur le Rhône et la Haute-Saône et de 10 à 20 centimètres dans l'est du Massif central.

Quelques dégâts peuvent affecter les réseaux de distribution d'électricité et de téléphone, précise l'agence météorologique.

 

Jeudi, environ 36 000 foyers restaient privés d'électricité en France vers 19 heures, notamment en Rhône-Alpes, selon un décompte d'ERDF, qui espérait pouvoir rétablir le courant dans 90 % des habitations "dans la soirée".

 

Météo France réitère ses conseils de prudence, et conseille aux automobilistes de prévoir un équipement minimum (couverture, eau...) en cas de blocage sur la route durant plusieurs heures.

 

L'agence météorologique appelle également à la vigilance sur les routes enneigées et verglacées et invite la population à se renseigner sur les conditions de circulation avant de prendre la route.

 

Les intempéries ont déjà causé la mort de trois personnes.

 

Jeudi matin dans le Haut-Rhin, une automobiliste de 20 ans a péri après avoir perdu le contrôle de son véhicule à cause de la neige.

 

En Haute-Marne, un accident de car sur l'A31 a coûté la vie à une femme, dans la nuit de mercredi à jeudi, et blessé grièvement deux autres personnes.

 

Mercredi soir, un technicien d'ERDF est mort électrocuté lors d'un dépannage sur le réseau basse tension dans le Puy-de-Dôme, touché par les intempéries.

Haute-Marne, a bus accident on the A31 has killed a woman in the night from Wednesday to Thursday, and seriously injured two others.

 

Wednesday night, a technician ERDF died electrocuted when troubleshooting on the low voltage network in Puy-de-Dome, affected by the weather.
