Government outlines budget priorities for next 3 years
MANILA, Philippines - The Aquino government has put in place a budget priorities framework for the remaining three years of its term aimed at accelerating and sustaining economic growth, eliminating poverty and enhancing transparency and accountability.
The national development plan for 2014 to 2016 is designed to address economic constraints and the need for greater state efficiency while building a foundation for faster and inclusive long-term growth.
The budget priorities framework prioritizes measures to build a capable, effective state that delivers quality services while reigniting business investment and growth.
“How we manage our national budget has a precise and definitive impact on the success of our priority programs and projects. If we ensure enough budgetary support to government initiatives that will bring more Filipinos out of poverty—and if we likewise direct more funds to programs that help drive the economy—we can lay down the foundations for and ultimately catalyze inclusive development in the country,” Budget and Management Secretary Florencio Abad said in a statement.
Abad said the plan will guide departments and agencies over the next three years so that the country’s goal of facilitating quick, sustainable development can be fully realized.
“The framework is essentially a blueprint of the administration’s broader strategy to eradicate poverty and further stimulate the economy, all while establishing lasting peace, sound climate change programs and policies, and governance reforms that will firmly stay in place even beyond this administration,” he added.
The framework is also a preface to the 2015 National Budget, for which preparations will soon be underway.
The plan will identify key outcomes that departments and agencies will need to attain as well as geographical focus areas of these strategies so that regions and areas in urgent need of development will be better supported by the national budget.
It will also take into account the impact of recent national disasters on the country’s growth strategy, including Super Typhoon Yolanda.
“Calamities affect not only the local governments and communities that suffered the brunt of the damage, but also the country’s economic soundness and stability,” Abad said.
“The budget priorities framework pays special attention to the setbacks that these disasters present to our pursuit of long-term growth, so we can focus even more intensely on finding solutions that will help us overcome those same challenges. For example, the framework considers the urgent need for a more comprehensive and responsive disaster risk and climate change management strategy, not to mention the immense work ahead of rebuilding and rehabilitating all affected regions,” he added.
“Ultimately, what the framework seeks to produce through the next year’s budget is a robust fiscal plan that will allow more Filipinos to benefit from the economic gains we’ve been making. We’ve achieved so much over the last three years; there’s no better time for us to concentrate our efforts on reducing poverty on a large scale, bringing more jobs to more Filipinos, and beefing up industries that can improve our economic performance.”
Abad pointed out that the framework is “about ensuring a better and more optimistic future for Filipinos, a goal wholly supported by President Aquino’s good governance and fiscal reform agenda.”

President pledges aid to survivors as more than 10,000 people are feared dead in devastated eastern province.
Philippine President Benigno Aquino has promised that help is on the way for the hundreds of thousands hit by Typhoon Haiyan, as the death toll was expected to reach 10,000 in one province alone.
Thousands of survivors need access to fresh food and water after the storm flattened buildings and cut off communications on Friday.
"We are addressing first the needs of those who are still living, especially those that are injured, the need for food and need for water," the president said as he visited the worst-hit city, Tacloban, in Leyte province on Sunday.
Aquino added that security would be put in place in the area.
"We have around 300 policemen and soldiers who can rotate and restore peace here.
Later tonight, there will be several armoured vehicles from our army arriving to show the strength of the state and stop those who started the looting here," he said.
Thousands dead
Aquino's pledge came as the regional police chief for eastern Leyte province said 10,000 people were believed to have died on that island alone, mostly by drowning and from collapsed buildings.
"We had a meeting last night with the governor and, based on the government's estimates, initially there are 10,000 casualties [dead]," Chief Superintendent Elmer Soria said in the provincial capital, Tacloban.
Soria said that as much as 80 percent of the area in the path of Haiyan in Leyte province was destroyed.
Al Jazeera's Wayne Hay, reporting from Tacloban, said the city was in disarray.
"People are still searching for missing friends and family members, and for any food and water they can get their hands on," he said.
He reported that the military was arriving at the destroyed Tacloban airport and bringing some supplies, but that it was "clearly still not enough".
"One of the biggest problems is shelter, and those military planes have been taking a very small number of people away to other parts of the country," he said.
International aid
Meanwhile, a huge international relief effort was being put together for the victims.
The US defence secretary, Chuck Hagel, said he had directed the US Pacific Command to deploy ships and aircraft to support search-and-rescue operations and airlift emergency supplies.
The president of the European Commission, Jose Manuel Barroso, said that the EC was ready to contribute with "urgent relief and assistance in this hour of need".
The Philippines has yet to fully resume communications with officials in Tacloban, a city of about 220,000 that suffered the worst of the typhoon.
Reports say the sea flooded the entire city.
It was a similar situation in the town of Palo, further south.
It was said to be under three and a half metres of water.
"Imagine a strip 1km deep inland from the shore, and all the shanties, everything, destroyed," the interior secretary, Mar Roxas, said after visiting coastal towns in Leyte.
After hitting the Philippines, the weakening storm headed towards Vietnam.
More than 883,000 people have been evacuated from their homes in central and northern Vietnam as forecasters predict the typhoon would make landfall there on Monday morning.
Six people were reported killed and dozens wounded during heavy winds and storms in central provinces as Haiyan approached the coast.

勢力は若干弱まったものの、次第に進路を東寄りに変え、週半ば以降に強い勢力で日本に近づく恐れがある。
伊豆大島に甚大な被害を出した台風２６号と似たコースをたどっており、今後の進路に注意が必要だ。
気象庁によると、台風は２１日午前０時現在、フィリピンの東を時速約１０キロで北西に進んだ。
中心気圧は９２５ヘクトパスカル、中心付近の最大風速は５０メートル、最大瞬間風速は７０メートル。

Tokyo — A typhoon described as the "strongest in 10 years" closed in on Japan on Wednesday, on a path that will take it towards the precarious Fukushima nuclear power plant.
Tokyo and surrounding areas were hit by violent winds and heavy rains in the early hours of Wednesday morning,

The typhoon was forecast to be off the coast of Fukushima later in the day, where the crippled nuclear power plant sits.
"It is the strongest typhoon in 10 years to pass the Kanto region (Tokyo and its vicinity)," Hiroyuki Uchida, the weather agency's chief forecaster, told a news conference on Tuesday.
"It is expected to have a great impact on the traffic systems in the metropolitan area during commuting hours," he said.
All Nippon Airways and Japan Airlines cancelled a total of 45 flights, affecting 4,350 passengers, ahead of the typhoon,
The agency said that more than 350 domestic and international flights were set to be cancelled as the storm hits Wednesday, impacting some 30,500 passengers.
The East Japan Railway Co was also set to suspend 31 bullet trains because of the storm, according to
Automaker Nissan said it had told employees across Kanto to stay at home on Wednesday morning to ride out the storm.
As the weather agency issued warnings of torrential rain and strong winds, the operator of the Fukushima plant, Tokyo Electric Power Co. (TEPCO), said it was bracing for the storm after a series of leaks of radiation-polluted water.
"We are making preparations for proper management of contaminated water... We will patrol places that could have inflows of water (from the storm)," a company spokesman said.
Cables and hoses have been bundled together, while ground and off-shore works have been halted, he said.
Earlier this month the company announced 430 litres (114 US gallons) of polluted water had spilt from a tank as workers tried to remove rainwater dumped at the plant by recent typhoons.
It has admitted contaminated water may well have flowed into the sea.
Japan's atomic watchdog summoned the president of TEPCO for a public dressing-down for sloppy standards at the plant after the incident.
The nuclear plant was badly damaged by the tsunami that hit in March 2011.
Critics say it remains in a fragile state and at the mercy of extreme weather or other natural hazards.
In Vietnam Tuesday, Typhoon Nari wreaked havoc across the centre of the country, killing five people, adding to the 13 lives the storm had claimed in the Philippines.
Residents said it was biggest typhoon since 2006, when Typhoon Xangsane barrelled through the region, killing some 250 people in the Philippines and Vietnam.
Flag carrier Vietnam Airlines said it had cancelled a total 22 flights to and from Hue and Danang city on Monday and Tuesday morning, leaving many tourists stranded.
Before Nari struck, Vietnam evacuated more than 120,000 people to makeshift shelters in public buildings away from vulnerable coastal areas, according to the country's disaster authorities.

交渉の年内妥結に向け、難航する分野を中心に、協議を前進させるための論点の整理に取り組む。
会合は２１日までの予定。
日本からは鶴岡公二首席交渉官が出席。
ワシントンでは２０～２３日に関税撤廃をめぐる分野別協議も実施。
これと並行し、日米が２国間の関税交渉をする方向で調整している。
ＴＰＰ交渉に参加する１２カ国はインドネシア・バリ島で１０月に開く首脳会合での大筋合意と、年内妥結を目指している。
