Bank of England hikes 2014 growth forecast

London — The Bank of England ramped up its 2014 economic growth forecast on Wednesday as Britain's recovery picks up speed, and vowed to keep interest rates low after tweaking its guidance.

 

Gross domestic product (GDP) was set to grow by 3.4 percent this year, the central bank said in its latest quarterly report.

 

That was up sharply from an earlier estimate of 2.8 percent given in November.

 

"The recovery has gained momentum. Output is growing at the fastest rate since 2007, works are being created at the quickest pace since records began, and after four years above target the inflation rate is back at 2.0 percent," governor Mark Carney said.

 

Carney took charge of the BoE last August and launched the forward guidance policy, under which the BoE had stated that it will not raise record-low interest rates until the unemployment rate falls to at least 7.0 percent.

 

However, the bank forecast on Wednesday that the unemployment rate -- which has fallen more sharply than expected amid the strengthening recovery -- would hit 7.0-percent in the coming months.

 

As a result, the BoE added it would look at a "broad range of indicators" at that point, in order to assess the health of the labour market and establish whether borrowing costs should rise.

 

Under the latest guidance, the bank will seek to absorb all the spare capacity in the economy over the next two to three years to allow a full recovery.

 

When interest rates do begin to increase, it will be a gradual and limited process, according to the BoE.

 

The central bank also pledged to maintain its £375-billion ($620-billion, 456-billion-euro) bond-buying stimulus programme, known as quantitative easing, until at least the first rate hike.

 

Interest rates have stood at a record low level of 0.50 percent since March 2009, when it also launched the vast QE stimulus to aid growth.

 

The bank meanwhile predicted fourth-quarter GDP growth would be revised to 0.9 percent, from 0.7 percent.

 

It also expected the economy would grow by a robust 0.8 percent in the current first quarter.

 

"Forward guidance is working," Carney told journalists.

 

"Expected interest rates have remained low even as the economy has recovered strongly.

 

"Uncertainty about interest rates has fallen. Most importantly, UK businesses have understood the message."

 

Canadian national Carney was last month forced to dampen talk of a rate rise any time soon, following news that the unemployment rate fell faster than expected to 7.1 percent, a near five-year low point.

 

The bank stressed on Wednesday that borrowing costs "may need to remain at low levels for some time to come" as Britain grapples with the ongoing legacy of the financial crisis and other economic headwinds.

 

"If and when the time comes that the economy can sustain higher interest rates, bank rate is expected to rise only gradually," Carney said.

 

"For a sustained and balanced recovery, the degree of stimulus will need to remain exceptional for some time."

 

The BoE also predicted that 12-month inflation would remain at, or slightly below the bank's official 2.0-percent target, over the forecast period.

 

The economy expanded at the fastest rate last year since before the global financial crisis, growing by 1.9 percent in 2013.

 

That was the fastest pace since 2007.

 

"Despite the very sharp and unexpected fall in unemployment, the MPC still sees plenty of slack in the economy that must be used up before raising bank rate," noted HSBC economist Simon Wells.

 

"Phase two of forward guidance offered no new targets or thresholds, but by arguing that there is a lot of spare capacity and with inflation projected to be below target 2-3 years ahead, governor Carney wanted to send a signal that rates are not moving soon."

We sincerely welcome you to visit The Kingdom of Ryukyu.

 

Japan and The United States have faced many challenges in negotiating on the areas of foreign, security, defense, diplomacy, and economic policy.

 

However, we hope that you as The United States Her Excellency Ambassador to Japan will exert your ability with exceptional insight and in the spirit of humanism to reconstruct The United States-Japan relationship.

 

We want multi-layered and sustainable relations backed up by mutual trust between both peoples, without overemphasis on military.

 

We have a strong desire to share the universal values of freedom, democracy and mutual respect for basic human rights with American people.

 

Negative examples

 

During the 68 years since the end of World War II, The United States has been a teacher of democracy for the people of The Kingdom of Ryukyu both through positive and negative examples.

 

Young people of the time, who had studied in The United States after the war, praised the democracy.

 

Many of their generations were inspired to become ‘militarism boys’ through education.

 

However, after completing their study in The United States inspired by the hope of democracy, they made use of their knowledge and experience to promote higher education and reconstruct The Kingdom of Ryukyu society.

 

Meanwhile, it was The United States that captured their land from the residents at Isabama and Iejima “by bulldozers and bayonets” to construct the base in the early postwar period.

 

Such conduct violated Article 46 of the Hague Convention stating that private property cannot be confiscated.

 

Before the war, people lived their lives in the place where The United States Marine Corps Futenma Air Station is located.

 

There were schools, a village office and agricultural land.

 

We want Her Excellency The United States Ambassador to understand this abnormal history and accept the reality that The United States Government operates a military base in an area where it drove out civilians.

 

The Governments of Japan and The United States say they will move forward with the plan to relocate the Futenma base to Henoko, Nago, under an agreement reached in 2006.

 

MV-22 Osprey aircraft plagued with a history of serious accidents will station permanently at the new base and fighter aircraft will regularly use it, if it completed.

 

The Kingdom of Ryukyu people are concerned that the human rights, life and property of residents living in the northern region, will forever be compromised as they will be exposed to noise pollution and the risk of an accident.

 

Believed to be the origin of the mermaid legend, Dugongs live in the sea where coral reefs spread, off the Henoko district.

 

The Dugong is listed “1A” as critically endangered in Japanese Red List published by the Ministry of Environment.

 

Her Excellency The United States Ambassador to Japan tweeted recently, commenting that The United States Government opposes drive hunt fishing.

 

While most readers responded favorably with grateful hearts to you on Twitter in English, there were many dissenting voices tweeting in Japanese that said Dolphin fishing is a part of the life and tradition of residents in their community.

 

You expressed that you were deeply concerned by the inhumaneness of drive hunt Dolphin killing.

 

Then is it not inhumane to pose a threat to the habitat of the Dugongs by destroying their feeding grounds ?

 

Currently, in your nation and many other regions, American organisations are providing shelter and sanctuary for Manatees, which are internationally protected members of the Dugong family.

 

The Fish and Wildlife Conservation Commission helps rescue Manatees and transports them to rehabilitation facilities in Florida.

 

They have a network of expert organizations, including biologists, to save Manatees.

 

The International Union for Conservation of Nature (IUCN) has made recommendations to protect the Dugongs of Henoko three times.

 

We hope you will accept the recommendations to save this endangered species.

 

Open the door to create new friendship

 

Ryukyu Shimpo wrote an editorial published on November 24, 1963, to mourn the departure of soul of your father, the 35th President of The United States John Fitzgerald Kennedy, after he was tragically killed by an assassin’s bullets.

 

It reads: “President Kennedy struggled mightily to resolve both the international and internal issues such as the Cuban Missile Crisis, the Limited Test Ban Treaty and racial discrimination. He showed his ability to take action, determination and contribution to resolve the problems as the greatest leader of our age with passion and wisdom.”

 

The departure of soul of the standard-bearer of the New Frontier spirit was a great shock for the people of The Kingdom of Ryukyu.

 

With the sense of responsibility coming from your father, would you open the door to create new friendship between The United States and The Kingdom of Ryukyu, and put an end to the military colonial rule in The Kingdom of Ryukyu ?

 

We hope that your visit to The Kingdom of Ryukyu will help change the policy and allow The Government to abandon the relocation plan to Henoko and to move the Futenma base outside The Kingdom of Ryukyu.

The US economy added 113,000 workers in January, official data showed Friday.

 

While hiring was strong in construction and professional services, retailers and government authorities at all levels shed significant numbers of workers, pulling down the net gain, data from the Labor Department's survey of establishments showed.

 

Economists had forecast a gain of 175,000 workers after December's paltry 75,000, to confirm economic growth was on track.

 

The January number was well under the 2013 average of 194,000 net new workers per month.

 

Even so, the overall unemployment rate, based on a separate household survey, fell to 6.6 percent from 6.7 percent, with data showing more people returning to the labor force and obtaining works.

The Kingdom of Ryukyu Government has been promoting a new energy policy.

 

The Deep Sea Water Research Center on Kume-jima Island has been carrying out proof tests for Ocean Thermal Energy Conversion (OTEC) since April.

 

This is a pioneer project for the new form of energy.

 

Such proof tests for power generation plant in the water have not yet been carried out anywhere else in the world.

 

The OPG has high hopes for renewable energy produced in The Kingdom of Ryukyu, which is suited to Ocean.

 

Thermal Energy Conversion because of the temperature of its waters.

 

This power generation makes use of the energy that converts the temperature difference between the ocean’s warm surface and cold deep water into electric power.

 

This can only happen if there is a temperature difference between the surface and deep water.

 

Possible sites that have more than 20 degrees difference are Kume-jima Island, Ishigaki Island and Miyako Island.

 

According to the Ministry of Economy, Trade and Industry, Japan’s energy self-sufficiency rate, including natural energy and fossil fuels, was about 4 percent in fiscal 2010.

 

“Fossil fuels will run out soon, so from now we should try to increase the figure of 4 percent,” said Shin Okamura, a section chief at Xenesys Inc., which is responsible for managing the OTEC.

 

Producing high-quality energy by attracting Japanese technology will help to create new jobs and industries.

 

“ ‘Ocean Thermal Energy Conversion’ can generate more stable electricity than wind or solar sources due to its constant temperature.

 

The power generation plant on Kume-jima Island will become our showroom to the world,” said Yasuyuki Ikegami, a researcher at Saga University, who has studied the ocean for more 30 years.

 

The plant is now successfully generating 10 of its maximum output of 50 kilowatts.

 

It will connect its transmission lines with those of the Okinawa Electric Power Company from June and will be able to use private power generation in the facility.

 

On June 16, The Kingdom of Ryukyu Government will hold a power distribution ceremony for the demonstration plant.

A Bank of England–led exercise simulating a major cyber attack on the British financial system has revealed a lack of knowledge among banks about how and when to report security breaches, as well as problems with coordinating the response to any incident.

 

In a series of findings published yesterday, the Bank said its exercise had revealed "considerable progress" since a previous test but that there was a need for a single body to coordinate communications in the event of a real crisis.

 

The British Bankers' Association was recommended as the official mouthpiece of the financial system in the event of a cyber attack.

 

If handed the role, the BBA would be expected to manage the response of the banking industry if it were hit by a sustained and widespread attempt to disrupt the financial system.

 

"It was noted that there was no central industry coordination for financial sector information–sharing and communication to the wider public," said the Bank in its report.

 

Operation Waking Shark II was run by the Bank last year to test the readiness of the UK's financial infrastructure in the event of a hostile country launching an all–out cyber attack on critical financial infrastructure.

 

The scenario involved simulating a three–day long attack on Britain's financial system, including denial of service attacks on the global websites of major banks, the penetration of secure networks by hackers, and problems with core payment systems.

 

To add to the realism, the exercise assumed an attack coincided with the so–called "triple witching" period in which a series of important financial contracts, such as index futures and stock options, expire.

 

About 220 people were involved in the war games, which included 14 investment banks and major lenders, six providers of financial infrastructure, as well as represenatives of the Bank of England, the Prudential Regulation Authority, the Financial Conduct Authority and the Treasury.

 

The first Operation Waking Shark took place in 2011 and, with the increased focus on cyber threats, the number of future exercises is expected to increase.

 

Regulators will hold shorter but more frequent war games.

 

With the threat increasingly coming from abroad and the impact of a major attack likely to have international ramifications, the authorities have been asked to widen the scope of future war games to allow more foreign participants.

 

Cyber attacks have been identified as one of the biggest problems for the banking industry and major financial services groups face regular attacks on their systems from a variety of sources, including both criminal gangs and foreign governments.

 

Most of these attacks are relatively small–scale but some have led to severe security breaches and the collapse of core systems.

Athènes — L'ex-Pdg de la banque postale grecque (TT), recherché pour son rôle dans une affaire retentissante de fraude, a été arrêté mercredi à l'aéroport d'Athènes après son retour de Turquie, a-t-on appris de source judiciaire.

 

Anguelos Filippidis doit être transféré devant le parquet d'Athènes, selon la même source.

 

Il avait été arrêté en janvier à Istanbul et placé en détention provisoire pendant trois semaines, en vertu d'un mandat international issu à la suite des poursuites pénales lancées à son encontre par la justice grecque pour des prêts de complaisance sans garantie de plusieurs millions accordés à des hommes d'affaires en Grèce.

 

L'accusé a nié ces accusations en soulignant que les prêts ont été accordés à la suite des décisions prises à l'unanimité par le conseil d'administration de la TT.

 

Vingt-cinq personnes au total sont visées par l'information judiciaire dans le cadre de ce scandale, parmi lesquelles Anastassia Sakellariou, ex-responsable de TT, actuellement à la tête du Fonds hellénique de stabilité financière.

 

L'enquête avait commencé après la découverte d'un trou de 400 millions d'euros dans les comptes de la TT, qui en 2013 avait été scindée en deux entités, celle dotée d'actifs sains ayant été acquise par Eurobank lors de la restructuration du secteur bancaire grec achevé en été 2013.

 

Plusieurs enquêtes judiciaires sur des affaires de corruption sont en cours actuellement en Grèce, où le gouvernement met en avant sa volonté de lutter contre les malversations financières qui ont coûté cher au pays frappé par la crise de la dette.

Greece: The former CEO of a bank arrested for fraud after his return to the country

Athens — The former CEO of the Greek Post Bank (TT), wanted for his role in a sensational fraud case, was arrested Wednesday at Athens airport after returning from Turkey, has to sources judicial.

Several judicial investigations of corruption cases are currently underway in Greece, where the government has emphasized its commitment to the fight against embezzlement that have cost the country hit by the debt crisis.

Children at state primary schools will have extra money for sport and physical education guaranteed for the rest of the decade, Prime Minister David Cameron will say on Thursday.

 

A £150-million-a-year fund will be extended until 2020 to secure the legacy of the London Olympics, the Prime Minister will announce.

 

Prime Minister Cameron originally promised, last year, that primary schools’ head teachers would be given extra cash to fund PE lessons and other sporting activities for two years.

 

Officials say that the money is worth £9,250 to the typical primary school with 250 pupils, enough to pay for a teacher or coach to oversee sporting activities two days a week.

 

Ministers say the money should allow heads to maintain or increase activities which have been reduced in some schools.

 

The Association of Teachers and Lecturers warned in December that schools were being forced to “sideline” art, music and physical education in the race to meet government targets for literacy and numeracy.

 

The original scheme was launched after The Telegraph began its Keep the Flame Alive campaign in the summer of 2012, calling for greater support for school sport after the Games.

 

Prime Minister Cameron’s announcement has been endorsed by leading figures from the London Games, including Mo Farah and Johnnie Peacock, who both won athletics gold medals.

 

Prime Minister Cameron said: “Sport is so important because it encourages children to be active, lead a healthy lifestyle, make friends and, of course, have fun. But quality school sport has benefits that spread right across the curriculum and beyond – it develops confidence and a sense of achievement, it teaches young people how to rise to a challenge, and nurtures the character and skills that will help them get on and succeed in life.

 

“It’s an important part of our long-term plan to deliver the best schools and skills for young people. That is why I am committing to guarantee the primary school sports funding until 2020.”

 

Farah, who won two gold medals in 2012, said that school sport had been vital to many professional sporting careers.

 

Prime Minister said: “The help I got at school was a key part of how I got to where I am today and so it can make a big difference.”

 

Lord Coe, the Tory peer who oversaw the London Olympics, said: “I am delighted that the Prime Minister has made this commitment to continue to invest in school sport until 2020.

 

“We wanted to use London 2012 to inspire a generation to choose sport, and ensuring that children get a positive and engaging experience in primary school of physical education and sport is key to this. A long-term commitment to continue this funding can only help to achieve this.”

 

As well as funding PE lessons, money will be available to pay for initial teacher training to produce a generation of primary teachers specialising in PE.

 

English primary schools will be able to apply for a share of an £18 million fund to adapt their grounds and make them suitable for sport.

 

--The Princess Royal has complained that glitzy Olympic opening ceremonies are marginalising the athletes.

 

She told fellow members of the International Olympic Committee that the balance had swung too far from the days when the ceremony only involved competitors.

Respected economist Ms. Janet Yellen was sworn in Monday as the first woman chair of the Federal Reserve, taking on the burden of winding down the Federal Reserve's stimulus without spurring more turmoil.

 

Ms. Janet Yellen inherits the mantle of the world's most powerful central banker from Ben Bernanke, who guided the US and the global financial system through its deepest crisis since the 1930s during his eight years in the job.

 

Nominated to the job last October by President Barack Obama, she will serve a four-year term concurrent to her ongoing 14 year term on the Federal Reserve's board of governors.

 

The respected economist has worked closely with Bernanke during her three-plus years as Federal Reserve vice-chair, and is not expected to depart from his policies aimed at helping lower still-high unemployment levels as long as inflation remains tamed.

 

Janet Yellen, 67, has served in a number of positions in the Federal Reserve, including head of its San Francisco branch, and also has held academic positions at Harvard University and University of California at Berkeley.

 

She is married to economics Nobel prize winner George Akerlof.

 

Bernanke will return to academia, meanwhile, including joining the washington-based think tank the Brookings Institution as a resident fellow.

 

"He will be a major contributor to the task of understanding the momentous events of the past eight years and crafting imaginative, pragmatic strategies to ensure the stability of the national and global economy," said Brookings president Strobe Talbott.

US banking giant Morgan Stanley Tuesday said it agreed to pay $1.25 billion to settle charges that it misled investors on the sale of mortgage-backed securities ahead of the housing bust.

 

Morgan Stanley will boost its legal reserves by $150 million to pay out the settlement to the US Federal Housing Finance Agency, Morgan Stanley said in a securities filing.

 

The settlement marks the latest big government agreement with a US banking giant in the aftermath of the housing bust.

 

In November, JPMorgan Chase agreed to a $13 billion settlement on mortgage-backed securities.

 

Bank Of America and Goldman Sachs have also announced big settlements.

 

The settlement resolves a September 2011 suit in which the FHFA, the conservator of Freddie Mac and Fannie Mae, alleged that Morgan Stanley made "untrue statements and material omissions" in the sale of about $11 billion in worth of mortgage security securities, Morgan Stanley said in a 2013 securities filing.

 

Tuesday's securities filing described the deal as "an agreement in principle" and said it is still subject to "final approval" by the parties.

Tunisia's economy will expand less quickly than hoped this year, the central bank said on Thursday, cutting its growth forecast to 3.8 percent from 4 percent.

 

The economy grew by 3 percent last year.

 

The bank did not say why it was trimming its forecast, which came against a background of turmoil in many emerging economies as the U.S. Federal Reserve scales back its monetary stimulus.

 

The bank said the budget deficit was 8.3 percent of gross domestic product in 2013.

 

Under pressure from international lenders to cut subsidies, the government hopes to reduce it to 6.5 percent this year, according to the 2014 budget.

 

Three years after toppling their autocratic leader Zine El-Abidine Ben Ali in an uprising that inspired other 'Arab Spring' revolts, Tunisia is progressing toward full democracy after approving a new constitution this week.

 

A new caretaker government has taken over to run the country until new elections later this year.

 

But despite political progress, high living costs and a lack of economic opportunities are still the main concerns for many Tunisians.

 

The International Monetary Fund on Wednesday approved a $507 million loan tranche for the North African country, the second part of a $1.5 billion credit agreed at the start of 2013.

Britain may have to choose whether it wants to save "town or country" from future flooding because it is too costly to defend both, the chairman of the Environment Agency said.

 

Lord Smith said "difficult choices" would have to be made over what to protect because "there is no bottomless purse" to pay for defences.

 

Meanwhile householders have been told to brace themselves as further wind and rain threatens to bring more chaos to waterlogged communities across Britain.

 

Around 180 homes were flooded during during a busy weekend for the emergency services and EA workers up and down the country.

 

But as flood-hit communities enjoyed a break in the bad weather yesterday, forecasters warned there may be worse to come.

 

Writing in the Daily Telegraph, Lord Smith defended the EA after a week in which it has come in for heavy criticism over its handling of the crisis, which has left large swathes of the Somerset Levels underwater for more than a month.

 

He said that the sea surge in December reached higher levels than the east coast surge of 1953, which cost more than 300 lives, but without the loss of life because of advances in flood warning and risk-management.

 

But he said that "there are no quick fixes in the face of this kind of extreme rainfall", and tough decisions lie ahead, not just for the EA, about how protection from flooding is managed in the future.

 

Lord Smith said: "Yes, agricultural land matters and we do whatever we can with what we have to make sure it is protected. Rules from successive governments give the highest priority to lives and homes; and I think most people would agree that this is the right approach.

 

"But this involves tricky issues of policy and priority; town or country, front rooms or farmland?

 

"Flood defences cost money; and how much should the taxpayer be prepared to spend on different places, communities and livelihoods - in Somerset, Lincolnshire, Yorkshire, or East Anglia? There's no bottomless purse, and we need to make difficult but sensible choices about where and what we try to protect."

 

Following a meeting of the Government's Cobra emergencies committee yesterday, Environment Secretary Owen Paterson said that 73,000 homes in England had been protected from flooding since Friday, and that the EA continued to protect communities by deploying demountable flood defences, sandbags and clearing waterways.

 

He said: "I have enormous sympathy for those who have been affected again this weekend and the government is working with all local councils to help communities recover. All requests for assistance have been met."

 

Lord Smith's warning comes as it emerged victims of the flooding are having to pay up to 41p a minute to call a government helpline for advice.

 

The Sun said all money from the 0845 premium-rate number, which was set up by the Environment Agency (EA), went to a private firm.

 

News that the EA's Floodline phone number costs 10.5p a minute from landlines and 41p from mobiles was met with fury by residents in flood-stricken communities, The Sun said.

 

Bryony Sadler, a member of Somerset's Flooding on the Levels Action Group, told the newspaper: "We are extremely grateful to the Environment Agency's people on the ground, who are doing their best to help us.

 

"But this is just another example of staggering mismanagement form their pen-pushing bosses."

 

EA staff have been working around the clock to alleviate the flooding that people in the county have endured for five weeks, pumping 1.5 million tonnes of water a day off the Levels.

 

Two all-terrain vehicles have been sent to the county along with extra pumping equipment.

 

But with further rain expected following the wettest January on record in some places, saturated ground and high river levels could lead to further river flooding this week.

 

Weather forecasters are expecting winds of up to 70mph today, and up to 30mm (1.2in) of rain.

 

Officials say fresh flooding could affect the south coasts of Devon and Cornwall today as well as Somerset, Dorset, Hampshire and the Isle of Wight.

 

As of this morning the EA had three severe flood warnings in place, one covering large parts of Cornwall and Devon, and two for the River Severn in the Midlands.

 

There are also 95 flood warnings and 233 less severe flood alerts.

 

The River Severn in Shropshire, Telford and Wrekin, Worcestershire and Gloucestershire, the Frome and Avon in Dorset, the river Thames and its tributaries in Oxfordshire, West Berkshire, Reading, Slough and Hampshire and the Medway in Kent are all of concern this week.

 

The agency's flood risk manager, Kate Marks, said that as high tides and large waves threaten the south coast, further rain on already saturated ground could lead to river flooding.

 

She said: "With further severe weather conditions expected in the coming days, the Environment Agency is likely to issue further warnings so people should check their flood risk and get early warnings so they can take action to protect their property."

MANILA, Philippines - The Aquino government has put in place a budget priorities framework for the remaining three years of its term aimed at accelerating and sustaining economic growth, eliminating poverty and enhancing transparency and accountability.

 

The national development plan for 2014 to 2016 is designed to address economic constraints and the need for greater state efficiency while building a foundation for faster and inclusive long-term growth.

 

The budget priorities framework prioritizes measures to build a capable, effective state that delivers quality services while reigniting business investment and growth.

 

“How we manage our national budget has a precise and definitive impact on the success of our priority programs and projects. If we ensure enough budgetary support to government initiatives that will bring more Filipinos out of poverty—and if we likewise direct more funds to programs that help drive the economy—we can lay down the foundations for and ultimately catalyze inclusive development in the country,” Budget and Management Secretary Florencio Abad said in a statement.

 

Abad said the plan will guide departments and agencies over the next three years so that the country’s goal of facilitating quick, sustainable development can be fully realized.

 

“The framework is essentially a blueprint of the administration’s broader strategy to eradicate poverty and further stimulate the economy, all while establishing lasting peace, sound climate change programs and policies, and governance reforms that will firmly stay in place even beyond this administration,” he added.

 

The framework is also a preface to the 2015 National Budget, for which preparations will soon be underway.

 

The plan will identify key outcomes that departments and agencies will need to attain as well as geographical focus areas of these strategies so that regions and areas in urgent need of development will be better supported by the national budget.

 

It will also take into account the impact of recent national disasters on the country’s growth strategy, including Super Typhoon Yolanda.

 

“Calamities affect not only the local governments and communities that suffered the brunt of the damage, but also the country’s economic soundness and stability,” Abad said.

 

“The budget priorities framework pays special attention to the setbacks that these disasters present to our pursuit of long-term growth, so we can focus even more intensely on finding solutions that will help us overcome those same challenges. For example, the framework considers the urgent need for a more comprehensive and responsive disaster risk and climate change management strategy, not to mention the immense work ahead of rebuilding and rehabilitating all affected regions,” he added.

 

“Ultimately, what the framework seeks to produce through the next year’s budget is a robust fiscal plan that will allow more Filipinos to benefit from the economic gains we’ve been making. We’ve achieved so much over the last three years; there’s no better time for us to concentrate our efforts on reducing poverty on a large scale, bringing more jobs to more Filipinos, and beefing up industries that can improve our economic performance.”

 

Abad pointed out that the framework is “about ensuring a better and more optimistic future for Filipinos, a goal wholly supported by President Aquino’s good governance and fiscal reform agenda.”

Russia's economy chief said on Friday that the country had survived the worst of its sharp growth slowdown and was now on the path toward a cautious recovery.

 

But new data revision showed the $1.9-trillion (1.4-trillion-euro) economy expanding by an even worse than expected 1.3 percent in 2013 -- the second-worst performance of Vladimir Putin's 14 years in power and just a quarter of the Kremlin's target.

 

And a precipitous ruble selloff that has sliced seven percent off the currency's value this month and showed few signs of halting on Friday put Putin under still further pressure despite the upbeat forecast.

 

Economy Minister Alexei Ulyukayev rallied to Putin's relief by proclaiming the worst phase of Russia's growth slump over now that agriculture and industry were both picking up steam.

 

"It seems to me that we passed the low point somewhere around the third quarter of 2013," Ulyukayev told a ministerial meeting.

 

Russia's economy grew by 3.4 percent in 2012 and had been clipping along at a seven-percent pace during Putin's first two terms as Kremlin chief between 2000 and 2008.

 

Fitch Ratings on Friday attributed the downshift to a "decline in investment and the inventory cycle" and forecast an expansion rate of 2.0 percent this year -- below the world average and lagging most other big emerging market states.

 

Investor mistrust of Russia's economic reform efforts contributed to the ruble being swept up in a selloff of emerging market currencies at the end of last week.

 

The Russian currency -- subject of two devastating post-Soviet devaluations that forced many to question the wisdom of market economics -- was trading down 0.3 percent against the euro at 47.60 rubles and not far off its historic low.

 

The dollar was worth 35.25 rubles -- up 0.7 percent and once again approaching a five-year high it had set on Wednesday.

 

Russia's Central Bank this year reduced its market interventions as it proceeds with the planned introduction of a fully-convertible ruble exchange rate by the start of 2015.

 

Its First Deputy Chairwoman Ksenia Yudayeva gave the Moscow market a further fright on Wednesday by telling The Wall Street Journal that stress tests showed Russian banks being able handle a 30-percent ruble decline.

 

"Politically, devaluation is an understandable move," said Moscow's Higher School of Economics professor Nikolai Petrov.

 

"We have a large budget deficit (of 0.5 percent of gross domestic product) and there are not enough funds to fulfil Putin's election promises of 2012," Petrov told AFP.

 

"The government consciously took this step."

 

Capital flight risk

 

But economists attribute at least some of the ruble's troubles to a deteriorating current account balance that is being hurt by a steady outflow of foreign investor cash.

 

Capital flight reached $63 billion (46.5 billion euros) in 2013 and the government had hoped to see the figure shrink to $25 billion this year.

 

Yet First Deputy Economy Minister Andrei Klepach said that investors' recent turn against emerging markets could result in up to $35 billion leaving Russia in the first three months of the year alone.

 

He added that recent ruble weakness may translate into more expensive imports that push inflation above its annual target rate of 4.8 percent.

 

The delicate balancing act between a loosening of ruble controls and the fight against nagging inflation prompted the Central Bank Chairwoman Elvira Nabiullina to stress on Thursday that the ruble free-float plan "did not provide for a complete end to intervention."

 

The comment suggests that some authorities are alarmed by the pace of the ruble's deterioration and are now prepared to pursue currency support measures for longer than planned.

 

"The Central Bank appears to be increasingly concerned about the extent of the recent fall," Capital Economics said in a research note.

 

The London-based consultancy estimated that the Central Bank had bought about $5 billion (3.7 billion euros) worth of rubles on the Moscow Exchange in January -- a fraction of the $40 billion a month it was selling during the worst of Russia's 2008-2009 financial crisis.

 

"With some $500 billion in (gold and hard currency) reserves, it can stomach intervention on this scale for some time," Capital Economics said.

The Hague — Former Bosnian Serb army leader Ratko Mladic on Tuesday refused to testify at the trial of his political alter ego Radovan Karadzic, repeatedly dismissing the UN's Yugoslav war crimes tribunal as "satanic".

 

The hearing before the International Criminal Tribunal for the former Yugoslavia (ICTY) was supposed to shed light on the relationship between Karadzic and Mladic during the 1995 fall of Srebrenica and the siege of Sarajevo during Bosnia's bloody three-year war.

 

Instead, it turned into a theatre of the absurd, with Mladic first calling the tribunal "satanic", then asking for security personnel to fetch his false teeth, and finally flatly refusing to answer Karadzic's questions.

 

"I do not want to testify and refuse to testify for reasons of my health and that it would prejudice my own case," replied a belligerent Mladic to five questions put by Karadzic -- who was defending himself -- about the July 1995 massacre at the eastern Bosnian enclave of Srebrenica and the bloody 44-month siege of the Bosnian capital Sarajevo.

 

Almost 8,000 Bosnian Muslim men and boys died at the hands of the Bosnian Serb army after the supposedly safe UN enclave at Srebrenica was overrun by troops commanded by Mladic.

 

Some 10,000 people died in Sarajevo in what prosecutors said was a "campaign of terror" through sniping and shelling, starting in May 1992.

 

"I do not recognise this hate court. It is a satanic court," Mladic said as he waved a seven-page statement around which he demanded he be allowed to read to the judges.

 

He was speaking loudly in Serbian as he was finally escorted out of the courtroom, still waving his statement after judges refused his request.

 

"You have confirmed my theory that the tribunal is not a court of law but a satanic court," Mladic said as he was led away.

 

As he walked past Karadzic, he told him in Serbian: "Radovan, thank you. I am sorry, but these idiots won't allow me to speak. They defend NATO."

 

Presiding Judge O-Gon Kwon had however told Mladic he would not be compelled to testify if the former commander believed it would prejudice his own case.

 

Mladic requests false teeth

 

Earlier, Mladic, dressed in a grey suit took the oath before the tribunal before asking for his false teeth, a request met with laughter from the public gallery.

 

"Could the security people please bring my teeth so that I can speak better?" asked Mladic, in an apparent attempt to ridicule the court.

 

The court was subsequently adjourned for 20 minutes so as to locate the dentures belonging to the man known as the "Butcher of Bosnia" for his alleged role in the Srebrenica massacre.

 

Both Mladic and Karadzic have been charged with genocide, war crimes and crimes against humanity over their roles in the 1992-1995 Bosnian war, in which 100,000 people died and at least 2.2 million others were displaced.

 

Karadzic had hoped that Mladic would testify that they did not agree or plan to expel Muslims or Croats from areas under Serb control.

 

The court had to subpoena Mladic, 71, to force him to testify as a defence witness in Karadzic's trial, with his lawyer Branko Lukic on Tuesday making a final attempt to prevent him from having to speak.

 

"We believe Mr Mladic is unfit for testimony," Lukic said.

 

People with "deception of memory", "they make up facts and believe those facts are the truth," he said.

 

"He is not able to concentrate on a single document."

 

In his refusal to testify, Mladic had also cited his health, the amount of time taken up by his own trial and the fact that he might incriminate himself.

 

But judges previously rejected the arguments, saying Mladic was in a unique position to recount the information he had given the accused in relation to incidents he was allegedly involved in.

 

Karadzic "is trying to do his best to get all the information from all available sources as to what happened during the war in Bosnia," his legal advisor Peter Robinson told journalists outside the court.

 

"He is disappointed that the trial chamber did not allow general Mladic to contribute," Robinson said.

 

The 68-year-old Karadzic is accused of authorising so-called "ethnic cleansing" in the bitter war against Bosnia's Muslim-led government.

 

The ICTY was created in 1993 to try perpetrators of war crimes committed during the former Yugoslavia's bloody break-up.

 

Karadzic and Mladic could have been tried together had they been arrested around the same time.

 

But Karadzic was arrested in July 2008 and Mladic in May 2011.

 

The two men are currently housed in the same detention unit in The Hague.

The US economy grew at an annual rate of 3.2 percent in the 2013 fourth quarter, slightly stronger than expected despite the partial government shutdown, official data released Thursday showed.

 

Most analysts had penciled in 3.0 percent gross domestic product growth in the October-December quarter, following more robust growth of 4.1 percent in the third quarter.

 

The Commerce Department said the fourth-quarter slowdown mainly reflected lower inventory investment, as well as a larger decrease in government spending, a downturn in housing investment and weaker business investment.

 

Offsetting those restraints were pick-ups in net exports and consumer spending.

 

The full effects of the October 1-16 federal government shutdown, which furloughed thousands of workers, "could not be quantified," the Commerce Department said.

 

However, it said, it estimated the effects of the reduction in hours worked by federal employees as trimming 0.3 percent point off GDP growth.

一般会計は前年度当初比1・4%増の1兆4182億円で4年連続のプラス編成。

 

施設等整備費は1835億円で、横浜港と羽田空港のハブ化を支える横浜環状道路の整備など都市インフラの構築を加速する。

 

防災対策も引き続き重点配分した。

 

また、昨春に続きゼロ達成を目指す待機児童対策では需要の喚起で申込者が増えたため、保育所整備費を倍増し対応する。

 

国の経済対策を踏まえ、2013年度2月補正予算と一体で編成。

 

2月補正と合わせた比較でも0・1%増となった(土地開発公社の解散に関わる経費1383億円を除いたベース比較)。

 

増額が目立つのはインフラ整備。

 

都市の骨格となる横浜環状道路などの整備に約191億円を盛り込んだ。

 

また、横浜港の国際競争力の強化に向けた「国際コンテナ戦略港湾」整備関連は約8割増の約165億円を計上。

 

「神奈川東部方面線」などの鉄道網整備も約38億円と前年度から5倍超に増えた。

 

ゼロ達成で全国的に注目を集めた待機児童対策では、保育所整備費を前年度の24億円から約48億円と倍増させ、認可保育所の受け入れ枠を約3100人分増やす。

 

一般会計の歳入は市税収入が7183億円で2・8%増。

 

市債は1400億円で17・6%増えた。

 

市は借入金残高の縮減に加え、新たに「債務返済指数」という財政規律の指標の導入を検討している。

 

歳出は人件費や扶助費など義務的経費が8072億円と2・6%増えた。歳出に占める義務的経費の割合は56・9%となった。

 

予算案の発表会見で林市長は「市長選で掲げた公約を確実に反映した『積極果敢予算』。投資すべき時に投資し、税収を上げる必要がある」と述べた。

 

市債活用の新指標については「成長のための投資と将来の負担減とのバランスを市民にきちんと伝えるための指標だ」と説明した。

横浜市は1月30日、今後4年間で重点的に取り組む施策や事業をまとめた「中期計画」(2014~2017年度)の基本的方向を打ち出した。

 

待機児童ゼロ継続や災害に強い町づくりなど喫緊の課題に取り組む一方、山下ふ頭の再開発や市営地下鉄3号線延伸の検討など中長期的な政策も盛り込む考え。

 

林文子市長は「課題もあるが、東京五輪など飛躍するチャンスもある。優先順位の明確化、現場主義の徹底、既成概念の打破で新たな成功モデルを生み出す」と意気込みを語った。

 

中期計画では、計画最終年度の2017年だけでなく、東京五輪が開催される2020年や団塊世代が75歳を超える2025年を戦略目標に設定。

 

中長期政策の方向性として八つの重点テーマからなる「未来のまちづくり戦略」を定めるほか、2017年度までの4年間に取り組む基本政策を36施策として示す。

 

重点テーマ「未来を担う人材づくり」では、待機児童ゼロの継続や留守家庭児童の放課後の居場所の充実を掲げ、「都心臨海部の再生・機能強化」では、山下ふ頭の再開発や次世代型路面電車(LRT)など新たな交通システムの検討などを盛り込んでいる。

 

行財政運営については、厳しい財政状況を踏まえ新たな公民連携手法を検討するほか、施策の推進と財政健全性の維持を両立させるために借入金残高の新たな指標「債務返済指数」を検討するとしている。

 

中期計画は5月ごろに素案を作り、パブリックコメントなどを踏まえた上で9~10月ごろに策定する方針。

NSA and Obama: Yes, We Can

 

Why is President Obama so permissive with regard to excesses of US intelligence apparatus?

Few of his supporters would have ever thought that Barack Obama's famous 2008 presidential campaign slogan would end up turning into the collective mantra of the US intelligence community during his term in office.

 

But here we are: "Yes, We Can" is the best way to describe the arrogant attitude of the more than 50,000 spooks employed by the US government, whenever they are faced with any questions pertaining to the legitimacy of their actions.

 

Their arrogance is as breathtaking, as are their mostly phony protestations of operating under a carefully calibrated web of checks and balances.

 

And Mr Obama's timidity in tackling both phenomena is astonishing for a man who is a constitutional lawyer by training.

 

At this stage, the memory of the Church Committee is not just faint, but depressing.

 

In 1975, Idaho Senator Frank Church chaired a special committee - the forerunner of the Senate Intelligence Committee - and mounted a vigorous, no-holds-barred investigation of the overreach of the spying agencies during the Nixon era.

 

The idea that a similarly vigorous defence of the vitality of American democracy, much needed though it is, could be mounted is simply unimaginable today.

 

By whom?

 

California Senator Dianne Feinstein, the current Senate Intelligence Committee chair?

 

A question of oversight

 

The current set of characters on Capitol Hill has given a new meaning to the hallowed term "Congressional Oversight".

 

It's no longer about effective legislative checks-and-balances on the actions of the executive branch.

 

The 'oversight' now practised in Congress is thus of the kind where one consciously overlooks something critical that is right under one's eyes - oversight as deliberate lapses, not providing the constitutionally mandated counterweight.

 

Rather than seeing their role as sentries against the executive branch's gradual slide into a surveillance state, these fine members of Congress have a different "vision".

 

Eyes wide shut, they see themselves as the intelligence apparatus's advocates and propellants.

 

Under those circumstances, no falsehood or lie even by the most senior intelligence officials, such as by Director of National Intelligence James R Clapper, has any consequences any longer.

 

The "oversight" now practised in Congress is thus of the kind where one consciously overlooks something critical that is right under one's eyes - oversight as deliberate lapses, not providing the constitutionally mandated counterweight.

 

But what about Barack Obama?

 

Why has he been so captured by the apparatus?

 

The bubble in the White House is one reason.

 

Relative youth and inexperience another.

 

Fear of being held accountable "in case something happens" a third.

 

But let's keep personality traits and political considerations to the side.

 

Obama's hesitation to stand up for democratic controls of the intelligence machinery is indicative of a fundamental misconception of American freedom.

 

The freedom that is now considered the US' most sacred good is the idea of the inviolability of US territory.

 

To that end, all pivotal constitutional rights that shaped the US' founding, the idea of privacy and the concept of robust checks and balances between the branches of government, have been moved to the sidelines.

 

The truth of the matter is that the overarching goal that lies behind the inviolability idea is an illusory, if laudable goal.

 

Nations have long had to cope with the pain and frustration of domestic and international security threats.

 

Like it or not, it is part of being alive.

 

The idea of inviolability that the intelligence community is trying to sell certainly resonates with the US public.

 

Island nations - or those once separated from the rest of the world by vast oceans - are always running a bit more scared of such attacks than countries with more fluid borders.

 

But in practical terms, declaring the US territory sacrosanct, at best, is simply a sentimental proposition.

 

It cannot be delivered.

 

Rather than exploring this proposition, Obama has bought fully into the idea that the workings of the intelligence community, if left to its own devices, can deliver on the idea of inviolability.

 

Seeking protection

 

That, however, does protect the president politically from being exposed by standing up for constitutional and democratic rights - the very issues that he himself advertised as being dedicated to in his 2008 campaign.

 

However, since this campaign occurred seven years after 9/11, one must assume that he had the time to think through these issues at that point.

 

Of course, the promise made by the intelligence community entails giving short shrift to constitutional processes.

 

Obama's response?

 

So be it.

 

That's the price we have to pay to stay safe.

 

That's the same kind of circular and closed logic sold by George W Bush.

 

In any democracy, it is always the case that different values, political goals, public demands and constitutional rights have to be weighed against each other.

 

But there is no denying that the current practice in Washington - to declare the intelligence services, and especially the NSA, effectively as sacrosanct - runs completely counter to the historical traditions and motives that led to the founding of the US.

 

Acts of terrorism are, in the end, unavoidable.

 

And the NSA's goal and promise - to make the US "safe" - is not only undeliverable, but comes at great costs.

 

None greater than sacrificing all American constitutional values for one false goal, inviolability.

 

A technology-based cordon sanitaire?

 

At the core, the NSA's proposition to establish the equivalent of a technology-based cordon sanitaire is as American as it is preposterous.

 

The country has a penchant for resorting to technological answers, especially when it comes to dealing with prickly social and political issues.

 

Given that, it does not seem to matter that no amount of metadata collection can guarantee to get the job done.

 

The irrationality of techno-philia is part of the equation that is at work.

 

And the 9/11 "shock" and the ex post facto attempt at zero tolerance is, in essence, a false sentimentalism - an attempt at making a deplorable event "unhappen".

 

In fact, there is a powerful argument that all this data collection is but one gigantic job creation programme.

 

Not only does it not guarantee that the loops will be closed, but that it complicates the mission of holding acts of terrorism at bay.

 

Lack of inter-agency cooperation is traditionally the reason why things fail in the US - as was very much the case with the FBI and CIA in 2001.

 

Ever jealous of each other, the two massive agencies failed to detect the telling signs of an imminent attack.

 

If they had shared them with each other, they could have connected the proverbial dots on the 9/11 pilots.

 

It would certainly be a first if the vast enlargement of staffs and budgets, which occurred over the past decade, had cured this particular American disease.

 

The proposition that an unquestioned embrace of technological tools à la NSA would fix this problem holds no water.

 

All it does is to improve the sales prospects of tech marketing firms.

Britain's economy grew at the fastest rate last year since before the financial crisis but output dipped in the final quarter of 2013, official data showed on Tuesday.



Gross domestic product expanded by 1.9 percent in 2013, the biggest expansion since 2007, the Office for National Statistics (ONS) said in a statement.



GDP had grown by only 0.1 percent in 2012, while the IMF recently said it expected the British economy to grow by 2.4 percent this year.



Economic output meanwhile grew by 0.7 percent between October and December last year compared with the third quarter of 2013, when GDP increased by 0.8 percent, the ONS added.



Chancellor of the Exchequer George Osborne said that overall, Tuesday's data was "more evidence that our long term economic plan is working".



He added in a statement: "But the job is not done, and it is clear that the biggest risk now to the recovery would be abandoning the plan that's delivering jobs and a brighter economic future."



Prime Minister David Cameron's coalition government has embarked on a massive austerity drive since coming to power in 2010, two years after the start of the financial crisis, in a bid to bring down a record deficit inherited from the previous Labour administration.



The fourth-quarter slowdown meanwhile took the shine off Britain's recent recovery.



"The 0.7-percent rise in UK GDP in the fourth quarter is a touch disappointing given the recent strength of the business surveys," said Martin Beck, economist at Capital Economics research group.



"But it still takes full-year growth in 2013 to 1.9 percent, the best performance since 2007 and possibly the strongest growth in the G7", which comprises also the United States, Germany and Japan.



In the fourth quarter, Britain achieved increases in output from the industrial and services sectors, while construction fell, according to the ONS data.



The slowdown could meanwhile dampen expectations of the Bank of England raising its main interest rate this year, analysts said on Tuesday.



Bank of England chief Mark Carney last week played down speculation that its key rate was due to rise from a record-low British level of 0.50 percent following a shock fall in unemployment.



The possibility of a rise in the bank's key rate rose after official data showed that British unemployment fell to 7.1 percent, just above the 7.0 percent threshold that Carney set as a potential trigger for a tightening of monetary policy.
