ON FEBRUARY 4TH 1889 the French Compagnie Universelle du Canal Interocéanique de Panama was declared bankrupt, marking the first catastrophic failure to build the Panama Canal.

 

On the same date this year (the centenary year of its completion in 1914) talks collapsed on how to finish the canal’s expansion.

 

Seafarers, a superstitious bunch, will not interpret this as a good omen.

 

After weeks of negotiations between the Panama Canal Authority (PCA) and a consortium led by Sacyr, a Spanish builder, and its Italian counterpart, Salini Impregilo, the two sides have failed to reach agreement on who pays for $1.6 billion of cost overruns on their $3.2 billion portion of the project to widen the waterway.

 

The consortium, GUPC, said the endeavour was on “the brink of failure”.

 

The PCA’s head, Jorge Quijano, said the consortium had downed tools the morning after the talks dissolved with the project only 70% completed.

 

His team will now decide whether to hire new builders to complete the work, which may cost another $1.5 billion.

 

“We will finish this job in 2015 with or without GUPC,” he said, though he acknowledged there might be tough legal battles ahead.

 

The kernel of the dispute is a $785m advance payment the PCA made to the consortium.

 

Mr Quijano said GUPC had asked for a moratorium on repayment until 2018.

 

The PCA, which has already granted a year’s extra time, was prepared to extend it only until 2015.

 

The row has pitted two forceful personalities against each other.

 

Though coverage of the consortium has focused on Sacyr of Spain, it is Pietro Salini, the Italian businessman whose company last year bought control of Impregilo, who is said to be calling the shots

 

Last month he accused Mr Quijano of inexperience on such big projects.

 

He also implied that an Italian subcontractor, Cimolai, would not deliver a set of massive lock gates if GUPC loses the contract, setting the expansion back by three years.

 

Mr Quijano told The Economist that sounded like “extortion”.

 

The dispute has already cost precious time.

 

It started in the early part of the dry season, the only four months when conditions are right for mixing concrete.

 

During a visit on January 31st to a canyon-like expansion site on the Pacific coast, the concrete mixers were already inactive.

 

There were few workers.

 

It was a forlorn sight compared with a mural at the PCA’s headquarters that shows the original canal swarming with labourers 100 years ago.

 

On the same day, Mr Quijano hosted the American ambassador to Panama at the expansion site, which he said underscored the importance of its completion to the United States, the canal’s biggest user.

 

The head of Miami’s port was in Panama the same week.

 

Miami has $2 billion in port improvements under way that were originally timed to coincide with the opening of the expanded canal this year or next.

 

As far north as New York and New Jersey, authorities are deepening ports to cater for the “new Panamax” ships that will be able to carry almost triple the cargo that can currently fit through the canal on a single vessel (albeit at three times the toll, or about $1m).

 

Caribbean ports, too, are expanding.

 

Shipping firms hope a larger canal will cut the time to take liquefied natural gas from America to Asia and containers in the other direction.

 

However, the dispute has drawn attention to the alternative routes for big ships, such as that to America from Asia through Suez, or using trains and trucks between America’s coasts, or even relocating manufacturing to Mexico instead of Asia, experts say.

 

Aaron Ellis of the American Association of Port Authorities says there is a common misconception that bigger ships depend on the canal’s expansion.

 

“It’s a big, big event in world trade but it isn’t the only game in town.”

Spain has announced it is to exit its EU/IMF bank bailout programme.

 

Madrid borrowed 41 billion euros last year to rescue many of its banks crippled by bad loans after the collapse of a property and construction bubble.

 

The country has now met the conditions of its aid programme and its banking sector has “significantly improved” according to euro zone finance ministers.

 

It follows an announcement by Ireland that it will also exit the bailout next month.

 

At a news conference in Brussels ministers welcomed Spain’s decision, hailing it a success for the Eurogroup.

 

Head of Eurogroup, Jeroen Disjsselboem, said: “These two countries are an example of how a programme can work, and should work. So I think that’s a good sign. Of course at the outstart of the whole crisis management of the euro zone this was all new, it was all ‘terra incognita’, it all had to be worked out, and we’ve now had two good experiences, successful experiences, and I think that’s very important.”

Madrid (AFP) - A Spanish judge on Monday sought international arrest warrants for former Chinese President Jiang Zemin and four other top Chinese officials as part of a probe into alleged genocide in Tibet.

 

High Court Judge Ismael Moreno ordered Interpol to issue the arrest warrants for the five for genocide, torture and crimes against humanity as part of a case brought against them in Spain by human rights groups.

 

"Jiang exercised supervisory authority over the people who directly committed abuses, which makes him responsible for acts of torture and other major abuses of human rights perpetrated by his subordinates against the people of Tibet," Moreno wrote in his ruling.

 

"He promoted and actively implemented policies whose objective was to populate the Autonomous Region of Tibet with a majority from the Han ethnic group, detain thousands of Tibetans during lengthy periods, torture the detained and submit them to other illegal abuses."

 

In addition to Jiang, the judge ordered the arrest of former Prime Minister Li Peng; former security and police chief Qiao Shi; Chen Kuiyan, a former Communist Party official in Tibet; and Peng Pelyun, a former family planning minister.

 

The High Court in November said it had accepted arguments from Spanish pro-Tibet human rights groups that international reports indicate that the five men may have had a role in human rights abuses and should be questioned.

 

The case against the Chinese officials was brought by the rights groups under Spain's recognition of "universal jurisdiction", a doctrine that allows judges to try certain cases of human rights abuses committed in other countries.

 

The doctrine allowed Spain's former judge Baltasar Garzon to try to arrest and try the late Chilean dictator Augusto Pinochet.

 

While very few probes opened under the doctrine have seen people brought to trial in Spain, investigations have irked some countries.

 

Last month lawmakers from Spain's ruling Popular Party tabled a bill to limit the Spanish courts' use of "universal jurisdiction".

 

The practice was reformed in 2009 to restrict such cases principally to ones involving Spanish victims or suspects present in Spain.

 

That change came after a case brought against Israel over bombings in Gaza in 2002, a lawsuit which raised diplomatic tensions.

Work on expanding the Panama Canal is unlikely to resume Saturday as local officials face negotiations with foreign builders after the project was halted in a dispute over cost overruns.

 

The multi-billion-dollar plan to build larger locks on the 80-kilometer (50-mile) waterway linking the Atlantic and Pacific Oceans stopped Friday in a row over who will pay an additional $1.6 billion (1.2 billion euros) bill.

 

The independent Panama Canal Authority (ACP) and GUPC consortium -- a group of international builders headed by Spain's Sacry Vallehermoso -- exchanged proposals throughout the day, but without a deal.

 

"We keep open the possibility of reaching an agreement, and we are making an effort towards that goal," said ACP chief Jorge Quijano.

 

According to the builders, "talks with the ACP are ongoing and are expected to continue next week."

 

Bankers financing the 3.2 billion contract (2.3 billion euros) to expand the canal visited the worksite on Friday.

 

The project is designed to widen the canal so that massive cargo ships can pass through.

 

It is one of the world's most ambitious biggest civil engineering projects and was due to be completed next year.

 

The builders have said completion may be delayed by up to five years.

 

The consortium has accused the Panama Canal Authority of breaking off negotiations.

 

It says the authority failed in obligations to pay a $50 million bill and to help pay workers and subcontractors.

 

GUPC had offered to split the cost of finishing the dig with the Canal Authority and then let arbitrators decide who pays for the overrun.

 

The Panamanians suggest a deal could be reached if the builders commit to specific dates for stages of the job to be ready.

 

There would also be a ban on further cost overruns.

 

The GUPC claims unforseen geological difficulties have forced them to spend much more on cement than expected.

 

They say that they based their estimates on data provided by the Canal Authority that was incorrect.

 

The consortium of builders includes Italy's Impreglio, Jan de Nul from Belgium, and Panama's Constructora Urbana.

 

The original canal, built by the United States mostly with workers brought in from the Caribbean, was completed in 1914.

 

It offers a shortcut and safer journey for maritime traffic, is used by 13,000-14,000 ships each year, handling five percent of world sea trade.

 

The canal generates $960 million a year for Panama, nearly 10 percent of the country's total annual income

Madrid — A Spanish-led consortium said Friday it has halted work on expanding the Panama canal, which handles five percent of world sea trade, in a row about cost overruns.

 

The multi-billion-dollar project to build extra locks on the 80-kilometre (50-mile) waterway linking the Atlantic and Pacific Oceans ground to a halt because of a dispute over who will pay for $1.6 billion (1.2 billion euros) in overruns.

 

"While awaiting an agreement to enable the finalisation of construction, work has been suspended on the project," said a statement by the GUPC consortium, led by Spanish construction group Sacyr.

 

The project to widen the canal so massive cargo ships can pass through it -- one of the biggest civil engineering operations in the world -- was due to be completed next year.

 

But GUPC has said completion may be delayed by up to five years, as each side has accused the other of breaking the deal.

 

The European Union's industry commissioner, Antonio Tajani, who has mediated the dispute, warned that the interruption of the dig would be "bad news" for the world economy.

 

The consortium accused the Panama Canal Authority of breaking off negotiations.

 

It says the authority failed in obligations to pay a $50 million bill and to help pay workers and subcontractors.

 

GUPC had offered to split the cost of finishing the dig with the canal authority and then let arbitrators decide who pays for the overrun.

 

It said late Thursday it had submitted a further new proposal to settle the dispute.

 

"The GUPC continues as always to seek an agreement on co-financing in line with the contracts and relevant legislation, with the aim of a joint and immediate resolution," the consortium said.

 

The canal authority had claimed on Wednesday that the builders had already stopped work, but Sacyr denied that at the time, insisting it was seeking to avoid a shutdown.

 

The canal is being widened to permit the passage of ships carrying up to 12,000 containers, twice the current limit.

 

But the disputed contract to build a third set of locks, due initially to be completed this year, was already running nine months late and since the beginning of this year work has slowed down further.

 

GUPC is in dispute with the canal authority in part over geological difficulties which have obliged the builders to spend much more on cement than expected.

 

The canal, completed in 1914 to offer a short cut and safer journey for maritime traffic, is used by 13,000-14,000 ships each year.

Rennes — Après la tempête Petra mardi, une nouvelle tempête hivernale s'apprête à déferler jeudi et vendredi sur un large quart nord-ouest du pays, où 29 départements sont en alerte orange, le Finistère étant même passé au rouge pour les crues.

 

Ce nouvel épisode tempétueux, avec des vents violents "pouvant occasionner des dégâts", de fortes précipitations sur des "sols déjà saturés" dans certains départements bretons et un phénomène de "vagues submersions" sur le littoral, doit débuter vers 13H00 ce jeudi et se poursuivre jusque vers 11H00 vendredi.

 

La Bretagne, les Pays de la Loire, la Normandie, l'Ile-de-France, ainsi que les départements de la Charente-Maritime, des Deux-Sèvres, de la Vienne, d'Eure-et-Loir, d'Indre-et-Loire, de Loir-et-Cher et du Loiret sont concernés.

 

Des rafales de vent à 90/110 km/h dans les terres et 120 km/h sur les côtes sont attendues par Météo-France, qui prévoit des cumuls de pluie importants, de l'ordre de 30 à 50 mm, et localement 60 à 70 mm sur le nord du Finistère.

 

De fortes vagues et une élévation du niveau de la mer (élévation) risquent aussi de submerger des parties du littoral, fragilisé par les coups de vent qui se succèdent depuis le mois de décembre.

 

Les pluies devraient d'abord s'intensifier jeudi, en particulier sur l'ouest de la Bretagne avant de se décaler vers la Normandie et le Centre vendredi matin.

 

Le vent, lui, se renforcera sur les côtes des Pays de la Loire et du sud de la Bretagne jeudi soir, avant de progresser vers le Nord-Est, la Normandie et l'Ile-de-France en deuxième partie de nuit, relève Météo-France.

 

Tempêtes en rafale

 

A la pointe de la Bretagne, le Finistère a une nouvelle fois été placé en alerte rouge pour les inondations, les prévisionnistes s'inquiétant de crues potentiellement importantes de la Laïta, à Quimperlé, et de la rivière de Morlaix, deux petits fleuves côtiers.

 

"Une réaction hydrologique rapide et importante est attendue" jeudi sur la rivière de Morlaix, prévient le service de prévision des crues, soulignant que les niveaux atteints "pourraient être similaires, voire supérieurs" à ceux de Noël dernier, quand la basse-ville avait été subitement envahie par les eaux.

 

Idem pour Quimperlé où la Laïta, qui traverse la basse-ville, devrait réagir "de façon importante" aux fortes pluies prévues, entraînant "des débordements dommageables".

 

"Tout fonctionne normalement pour le moment", a indiqué jeudi midi la maire de Morlaix, Agnès Le Brun.

 

Mais si la pluie tombe autant qu'annoncé, "ce serait vraiment très embêtant car l'eau monterait jusqu'à 2m10 et la rivière déborde à 1m80", a-t-elle expliqué, ajoutant que le pic était attendu à partir de 16h00.

 

Cette dépression suit de près la tempête Petra qui a déjà frappé la côte Atlantique mardi.

 

Conséquence spectaculaire de cette tempête, un cargo espagnol s'est encastré dans une digue à Anglet (Pyrénées-Atlantiques), se coupant en trois et entraînant une fuite de gasoil.

 

Jusqu'à 40.000 personnes ont aussi été privées d'électricité, principalement en Bretagne.

 

Depuis le 15 décembre, cinq épisodes significatifs d'intempéries ont été recensés en Bretagne par la direction interrégionale Ouest de Météo-France à Rennes, selon un rapport provisoire.

 

"On ne décèle pas d'évolution significative du nombre d'événements tempétueux depuis 1950, mais une grande variabilité d'une année sur l'autre", assure le service études et climatologie.

 

"En terme de fréquence et d'intensité de tempêtes, on reste pour l'instant très loin de la période de référence de janvier et février 1990", quand une dizaine de tempêtes majeures s'étaient abattues sur la région, souligne l'organisme.

 

En revanche "les submersions marines répétées lors des grandes marées de début janvier et début février 2014 peuvent d'ores et déjà être considérées comme exceptionnelles".

Rennes - After the storm Petra on Tuesday, a new winter storm is about to break on Thursday and Friday on a wide northwest quarter of the country, where 29 departments are orange alert, Finistère even being turned red for floods.

 

This new episode stormy with winds "that can cause damage," heavy rainfall on "soil already saturated" in some departments of Brittany and the phenomenon of "waves flooding" along the coast, should take place around 13:00 on Thursday and continue until about 11:00 on Friday.

 

Brittany, Pays de la Loire, Normandy, Ile -de- France, as well as the departments of Charente-Maritime, Deux-Sèvres, Vienne, Eure-et-Loir, Indre-et-Loire, Loir-et-Cher and Loiret are concerned.

 

Wind gusts to 90/110 km/h in land and 120 km/h on the coast are expected by Météo- France, which provides significant accumulations of rain, 30 to 50 mm, and 60 locally 70 mm in the north of Finistère .

 

Strong waves and rising sea level (elevation) are also likely to submerge parts of the coast, weakened by the gales which follow from the month of December.

 

The rains should intensify first Thursday, particularly western Britain before shifting to Normandy and the Centre on Friday morning.

A Paris street scene painted by Camille Pissarro sold for £19.9 million ($32.1 million, 24 million euros) at a London sale on Wednesday, almost five times the previous record for the Impressionist master at auction.

 

The Danish-French painter's "Boulevard Montmartre, Matinee de Printemps", widely considered to be one of the most important Impressionist works to come up for sale in the last decade, went under the hammer at London's Sotheby's auction house.

 

The 1897 painting, an elevated view of a typical spring scene on the famous Paris thoroughfare, was originally owned by Jewish industrialist Max Silberberg, who was based in Breslau.

 

The painting was restituted to his family in 2000.

 

"It is an honour to be entrusted with offering the greatest work by Camille Pissarro ever to appear at auction –- a work that encompasses such a richly painted canvas and a supremely elegant composition," said Helena Newman, Chairman of Sotheby's Impressionist & Modern Art Department Europe, prior to the sale.

 

"The appeal of these extremely desirable attributes to discerning collectors is enhanced by the painting's history of having been housed in a collection as important as Max Silberberg's," she added.

 

The auction also saw the highest price for a Vincent Van Gogh painting at auction in the British capital for 25 years when a bidder fought of competition from six rivals to secure "L'Homme est en mer" for £16.9 million.

 

The work features a woman cradling a baby as she sits next to a fire.

 

Record prices were also achieved for a print by Cubist master Picasso and for a work on paper by Swiss sculptor, painter and draughtsman Alberto Giacometti.

 

Two weeks of London auctions kicked off on Tuesday, when paintings by Picasso, Rene Magritte and Juan Gris pushed a sale at Christie's to a record for London of nearly £177 million.

 

Gris's still-life "Nature Morte a la Nappe a Carreaux" ("The Checked Tablecloth") led the way, selling for £34.8 million to smash the world auction record for the Spanish artist.

Real Madrid took a huge step towards reaching the Copa del Rey (King Cup) final as they beat local rivals and holders Atletico Madrid 3-0 thanks to two own goals in their semi-final, first leg on Wednesday.

 

Atletico beat Real at the Santiago Bernabeu in last year's final, but the hosts quickly set about making amends for that defeat as Emiliano Insua deflected Pepe's effort into his own net after just 17 minutes.

 

Jese Rodriguez, who was only starting because of Gareth Bale's late withdrawal from the squad due to a calf injury, doubled Real's advantage with a low finish from Angel di Maria's pass just before the hour mark.

 

Di Maria was involved again as Real all but secured their place in the final when his deflected strike 17 minutes from time was credited as another own goal by Atletico defender Miranda.

 

Defeat ends a 24-game unbeaten run for Atletico and they will now need a remarkable fightback to retain their title in the second leg at the Vicente Calderon on Tuesday.

 

In a typically intense encounter whenever these two sides meet, it was the home side who threatened first as Karim Benzema's header was blocked just in front of his own goal line by Atletico captain Gabi.

 

Arda Turan then had Atletico's best effort of the first-half as he nipped in front of Alvaro Arbeloa, but his header was palmed away to safety by Iker Casillas.

 

It was Real who were posing a more consistent threat, though, and they went in front when Pepe wandered forward to meet Xabi Alonso's pass and his shot deflected off Insua and past the helpless Thibaut Courtois.

 

Miranda nearly restored parity moments later from Koke's free-kick as Casillas again came to Real's rescue.

 

Di Maria then saw another deflected effort fly just over, whilst Courtois saved from Ronaldo and Luka Modric as Carlo Ancelotti's men ended the half in the ascendancy.

Morocco has recruited foreign investors to fund $9 billion solar power project, even though some European lenders have balked due to the location of some planned plants in the disputed Western Sahara, its foreign minister said.

 

Lending sources at German state-owned banks and at multi-lateral lenders such as the World Bank, the European Investment Bank and the European Union have told Reuters they would not finance projects based in Western Sahara.

 

“That is their problem. We have no financing problems. We have several (investors); there are Japan, Gulf countries,” Foreign Minister Salaheddine Mezouar told Reuters on Tuesday in an interview in Madrid, where he was meeting with Spanish business leaders.

 

He declined to give details on the financing contracts with specific parties.

 

Morocco, a net energy importer, wants to develop renewable power to reach 20 percent of its energy supply in 10 years, up from 8 percent now, Mezouar said.

 

The solar project involves five plants, two of them planned in Western Sahara, that would produce a total of 2,000 Mega Watts.

 

Morocco has controlled most of the sparsely populated Western Sahara, former Spanish colony, since 1975.

 

European investor sources told Reuters earlier this year they did not want to support any project in Western Sahara, because it would mean abandoning a neutral position over the conflict.

 

The solar project is focussed on building the first of the five plants.

 

“The other four plants will also happen. The goal is to achieve 2,000 Mega Watts, and we will continue with our plan. The Western Sahara issue has nothing to do with it. The financing is not conditioned on whether plants are in Sahara or not,” the minister said.

 

“Western Sahara needs renewable energy, and the investment will be made. If some people don't want to come, others will.”

 

Saudi Arabia's Acwa Power International won the $1 billion contract for the first solar plant, which is scheduled to start operating next year in Ouarzazate with a capacity of 160 Mega Watts.

 

It awarded the construction to a consortium of three Spanish companies - Sener, Acciona and TSK.

 

Hundreds of Spanish companies do business in Morocco, and more than half of Spain's entire investment in Africa is in Morocco, according to Moroccan figures.

 

Overall, Morocco aims for 15 to 20 percent growth in foreign direct investment a year in the economy, up from 13 percent last year, Mezouar said.

 

Mezouar said that Morocco, which has been more stable than most of its neighbours during the so-called Arab spring in recent years, offers yet more potential for Spanish investors as a base for textile and automotive manufacturing and as a springboard for trade to the rest of Africa.

Rafael Nadal was struck down by a back spasm today in the middle of the Australian Open final, turning what was promising to be a thrilling match into one of the strangest spectacles this sport has seen for years.

 

The immediate consequence is that Stan Wawrinka has joined the gilded inner circle of grand slam champions.

 

He is the first man to break the stranglehold of the “big four” since Juan Martin del Potro won the 2009 US Open.

 

But the narrative was complicated by Nadal’s injury, which knocked Wawrinka off his big-hitting game for a while.

 

The Swiss lost the third set in an otherwise dominant 6-3, 6-2, 3-6, 6-3 victory, which was the period when Nadal was least able to move around the court.

 

This was especially ironic because Wawrinka had opened the match in rip-roaring style.

 

He was “zoning”, as the players like to say.

 

Every time Nadal hit a shot that was less than perfectly placed, Wawrinka was smacking a winner.

 

He took the first set in just 37 minutes, striking 12 clean winners to just four from Nadal.

 

Then came the start of the most peculiar passage of play.

 

Nadal pulled up dramatically after dumping a forehand in the net with the score standing at 4-6, 1-1.

 

He bent double and put a hand to his back, and had soon disappeared off the court with the trainer while Wawrinka furiously demanded to know what the problem was.

 

When Nadal came back on court after a six-minute delay, he was loudly booed – which must be a first in his history at this event.

 

Yet there was immediate evidence that he was not malingering as his first-serve speed dropped to around 80mph.

 

He could barely move along the baseline and had to rely on swinging hard at anything that came within his reach.

 

Wawrinka finished off the second set quickly, but he was beginning to become confused about his best tactics.

 

For at least half-an-hour, the Swiss stopped swinging with the same conviction, and lost the width on his groundstrokes.

 

Even though Nadal was only playing at around 20 or 30 per cent, he took the opportunities presented to him and pulled one set back.

 

If Wawrinka had continued to waver, this could have ended badly for him.

 

The commentators were starting to invoke the spectre of Guillermo Coria, the Argentine who threw away a two-set lead in the 2004 French Open final and was never the same again.

 

But the Swiss steeled himself and managed to rediscover the booming forehand that had dominated the first set.

 

Nadal’s serve speed and movement were actually picking up now, presumably as anti-inflammatory medicine kicked in, but he could not sustain his resistance with what was still a major handicap.

 

It was fitting that a Wawrinka forehand down the line – the most potent shot throughout this match – should have concluded matters after 2hr 21min of unpredictable drama.

 

“Bad luck was against me today but you really deserve it,” said Nadal afterwards.

 

“To the crowd, it’s been very emotional two weeks. I am sorry to finish this way, I tried very hard.”

 

Wawrinka replied by saying “I am really sorry for you. I hope your back is going to be fine. I still don’t know if I’m dreaming or not but I guess I will find out in the morning.”

 

Some might argue that there will always be an invisible asterisk against this result.

 

But after knocking out Novak Djokovic in the quarter-final, and then opening this match with a fusillade of brilliant winners, Wawrinka has genuinely made his own luck.

 

He has become the first man to beat Nadal and Djokovic in the same slam and the first to beat both the No. 1 and No. 2 seeds at any major tournament since Sergi Bruguera at the 1993 French Open.

 

Wawrinka fully deserved to lift the Norman Brookes Challenge Cup at the end of the night.

El desempleo en España cerró el año 2013 con una nueva subida, hasta el 26,03%, manteniéndose como el principal punto negro de una economía que acaba de volver a la senda del crecimiento pero de una forma aún insuficiente para absorber los efectos de la crisis en el mercado laboral.



España, cuarta economía de la zona euro, sometida desde finales de 2011 a unas políticas de austeridad draconianas para sanear sus finanzas públicas, no ha logrado mantener la tendencia a la baja del desempleo registrado en los dos trimestres anteriores de 2013, pese a que está saliendo de una recesión de dos años con un crecimiento aún demasiado pequeño para crear empleo.



A finales de diciembre había en España 5.896.300 desempleados, o sea 8.400 menos que en el trimestre anterior, pero, al mismo tiempo se redujo la población activa, en parte por la emigración de personas y también por el desánimo que ha llevado a muchos a dejar de buscar trabajo, lo que explicaría el contraste entre bajada del número de parados y subida porcentual del desempleo.



"Efectivamente, hay parte de la población que ante mejores perspectivas de empleo en otros países va buscando mejores perspectivas", afirmó este jueves el secretario de Estado de Economía, Fernando Jiménez, en una rueda de prensa.



Según la Encuesta de Población Activa (EPA) del Instituto Nacional de Estadística (INE), que contabiliza las personas que buscan activamente un empleo, el número de parados bajó en 69.000 personas en 2013, lo que supone que "por primera vez desde segundo trimestre de 2007 se produce un descenso anual del paro".



Sin embargo, en términos porcentuales, el desempleo se mantiene alto en el 26,03%, frente a una tasa del 25,98% que había registrado en el trimestre anterior, una de las más altas de los países industrializados.



"La cifra es esperanzadora", considera José Ramón Pin, profesor de la escuela de negocios IESE, en referencia a los 8.400 parados menos, pero recuerda que "el salario medio español también ha bajado, lo cual significa que los que están ocupados tienen menos dinero, y eso influye mucho en el consumo y dificulta la recuperación".



La crisis social sigue siendo pues profunda en un momento en que el país, doblemente golpeado en 2008 por el estallido de la burbuja inmobiliaria y el comienzo de la crisis financiera internacional, acaba de registrar un pequeño crecimiento saliendo de una recesión de dos años.



Los jóvenes siguen entre los más afectados, con una tasa de desempleo del 55,06% en la franja de edad de entre 16 y 24 años, en alza respecto a los tres meses anteriores, al tiempo que también han aumentado en 24.600 los hogares en que todos sus miembros activos están desempleados, elevando su cifra total hasta 1.832.300 millones.



La región sureña de Andalucía, que sufrió mucho por el estallido de la burbuja inmobiliaria tras basar su crecimiento en la construcción ligada al turismo, mantiene su tasa récord del 36,32% desempleo, mientras que el País Vasco, rica región industrial del norte, registra la tasa más baja con un 15,76%.

El secretario de Estado de Economía, Fernando Jiménez, prefirió poner el foco en la caída del número de desempleados, para afirmar que "esperamos que este cambio de tendencia se mantenga de manera que en la primera mitad del año ya pasemos a registrar tasas de crecimiento del empleo brutos positivas".



"No obstante, la tasa de paro sigue siendo inaceptablemente elevada y es necesario perseverar en las reformas estructurales, perseverar en el proceso de consolidación fiscal", aseguró.



A pesar de ello, el Banco de España publicó este jueves su estimación para 2013, en las que afirma que el país "ha seguido una trayectoria de mejora gradual", a pesar de que el PIB se contrajo un 1,2% entre enero y diciembre.

Madrid — Spain announced Tuesday it has retaken the number three spot in world tourism in 2013, by luring a record 60.6 million international visitors.

 

Foreign tourist arrivals surged by 5.6 percent in the year, the government said, boosting the eurozone's fourth largest economy after a long, job-wrecking recession.

 

"The new figures for 2013 allow our country to retake the number three position in this indicator," Prime Minister Mariano Rajoy boasted.

 

Spain now stood behind only France with 83 million international tourist arrivals and the United States with 67 million, Rajoy said.

 

Income from foreign tourists hit record levels, too, a significant contribution to the Spanish economy, which has just emerged from five years of stop-start recession that left the nation with a 26-percent unemployment rate.

 

Spending by international tourists in the first 11 months of 2013 surged by 8.7 percent from the same period last year to 55.9 billion euros ($76 billion), government figures showed.

 

Even without the official figures for the whole year, it is already possible to say that 2013 was a record in terms of tourism spending, Rajoy said.

 

"The implications of these figures are clear to everyone," Rajoy said.

 

The tourism industry accounted for 10.9 percent of Spain's total economic output in 2012, and 11.9 percent of all jobs, the prime minister said.

 

British tourists led the way to Spain in 2013, with some 14.3 million of them accounting for 23.6 percent of all foreign tourists, said the report by Spain's Industry, Energy and Tourism Ministry.

 

Next came Germany with 16.2 percent of the total, France with 15.7 percent, and Nordic countries with eight percent.

 

Russian tourists accounted for 2.6 percent of the total, but their numbers showed the biggest leap, soaring by 31.6 percent from the previous year.

 

The top destinations in Spain were Catalonia, which drew 15.5 million foreign visitors, or 25.7 percent of the total, followed by the Balearic Islands such as Majorca with 11.1 million international arrivals, or 18.3 percent of the total.

 

Spanish tourism industry association Exceltur predicts the tourism industry will grow by 1.8 percent in 2014.

 

Besides Spain's attractions, such as its beaches, the tourism industry said it benefited last year from misfortune in Egypt, where political turmoil scared away visitors.

 

Egypt lost 2.5 million tourists from June up to the end of the year, estimated Exceltur vice president Jose Luis Zoreda.

 

"Curiously, Spain's tourists grew by 3 million," he added.

 

Many of the visitors diverted from Egypt were budget tourists, however, Zoreda said.

 

Spain's economy emerged from a two-year downturn by posting 0.1-percent growth in the third quarter of 2013.

 

The economy expanded by 0.3 percent in the final quarter, Spain's prime minister said, confirming an estimate by his finance minister ahead of the release of official data.

 

The Spanish government is tipping an overall economic expansion of 0.7 percent in 2014.
