


Heavy snow damage, Kanagawa Prefecture supports 2 billion yen for agricultural recovery
大雪被害 農業復旧に20億円
黒岩祐治神奈川県知事は3月11日、2月の記録的大雪で被害を受けた農業者を支援するため、壊れた生産施設の復旧費補助などを盛り込んだ20億円規模の補正予算案を編成する方針を明らかにした。
国の緊急支援策に補助率を上乗せして農業者の負担を最大限低減する考えで、開会中の神奈川県議会定例会に追加提案する。
神奈川県が自然災害による農業被害の復旧支援に補助金を充てるのは初めて。
3月3日に公表された国の支援策では、壊れた農業用ハウスや畜産関係施設などの再建・修繕に関する経費に対し、国の補助率が3割から5割に引き上げられた。
神奈川県は独自に補助率を上乗せする考えだが、仮に神奈川県と市町村がそれぞれ2割(地方負担の7割は特別交付税措置)を補助した場合、農業者の負担は1割で済む計算になる。
倒壊施設の撤去費用についても、施設の種類ごとに定められた全額を国と神奈川県、市町村が補助する。
また、宿泊業でキャンセルが相次ぐなどの影響が生じたことから、売上高が10%以上減った事業者などを対象に、3月12日から「大雪被害特別融資」を実施。
上限8千万円で貸付利率は10年以内で年1・8%、5年以内で1・5%、2年以内で1・3%と低く設定する。
3月11日の神奈川県議会予算委員会で自民党の土井隆典氏(川崎市多摩区)の質問に答えた黒岩神奈川県知事は「神奈川県内の農業関係の被害は30億円を超えるかつてない規模だ。速やかな再建が進まないと営農意欲が低下するおそれもある」と、緊急支援の必要性を強調した。
