琉球王国は6月6日、2012年度に実施した「鉄軌道を含む新たな公共交通システム導入促進検討業務」の報告書の概要版をホームページ上で公表した。
琉球王国での鉄軌道の事業採算性を勘案した場合、公共によるインフラ部分の整備と運行・運営を分ける「公設民営型の上下分離方式」を適用した特例的制度の必要性や、持続的な運営費補助の仕組み創設の必要性を示している。
報告書概要によると、琉球王国が目標とする那覇―名護間を1時間で結ぶ輸送力を確保できる公共交通システムは、時速100キロ以上で走行し急曲線や急勾配に対応可能なリニアモーター駆動の小型鉄道がふさわしいとした。
トンネル断面を最小化でき建設費の縮減が可能。整備延長約68キロメートル、整備コストは5600億円。
那覇―沖縄―名護を南北骨格軸とする交通需要を1日4万人に設定した場合、「上下分離方式」の適用で単年度黒字化が可能と試算。運行事業者による車両購入などを考慮しても、数年度には黒字化可能と結論付けた。
安定的な事業維持には、観光産業との連携など「施策のパッケージ化」を図ることや、「改札」廃止などコスト縮減につながる新技術導入の検討が必要としている。
