Les représentants des salariés de la Banque de France espéraient encore vendredi faire plier leur direction sur le vaste projet de réorganisation, lors de l’ultime réunion du comité central d’entreprise (CCE), consacré au plan qui prévoit de 1.700 à 2.100 suppressions de postes d’ici à 2020.

 

L’institution bicentenaire, qui emploie 13.000 agents, projette une modification et une modernisation en profondeur d’ici 2020 de son organisation et de ses activités en région, notamment ses services aux entreprises et aux particuliers (surendettement, entre autres).

 

Le projet au sein de la BdF, qui a notamment pour missions la mise en oeuvre de la politique monétaire, passe par la fermeture de caisses et des regroupements régionaux.

 

Ce plan est à l’ordre du jour du CCE qui doit durer toute la journée et a débuté vers 9 heures.

 

Les syndicats, qui redoutent l’impact de ce plan pour les usagers et les salariés, entendent y convaincre la direction de revoir sa copie.

 

«Nous espérons que le gouverneur (Christian Noyer), qui ne s’est pas trop exprimé jusqu’ici, va infléchir sa position sur le projet, en particulier sur la cartographie», a ainsi indiqué à l’AFP peu après le début du CCE Franck Lambert, secrétaire national du SNABF Solidaires, premier syndicat de la Banque de France.

 

Il est uni avec les autres syndicats en intersyndicale contre le projet.

 

Les syndicats espèrent que «certains centres de traitement de gestion seront maintenus» de même que des «agences d’accueil», a résumé M. Lambert.

 

Les projets de réorganisation des caisses, des services de surendettement et aux entreprises seront abordés lors du CCE dans la matinée.

 

L’après-midi est consacrée à la liste définitive des fermetures de caisses et agences entre 2013 et 2020 ainsi qu’au plan de sauvegarde de l’emploi (PSE).

 

Ce plan social concerne 176 personnes dont les postes vont disparaître dans le cadre des 15 fermetures de caisses prévues entre 2013 et 2020.

Outre ces suppressions de postes, une réduction des effectifs touchant 1.700 à 2.100 postes est prévue d’ici à 2020 via des départs non remplacés.

 

L’institution avait annoncé l’an passé ce projet de réorganisation de son réseau pour accompagner le «choc démographique» des 5.000 départs à la retraite anticipés d’ici 2020.

 

Le plan initial a d’ores et déjà évolué depuis sa présentation avec des propositions faites par la Bdf en avril, compte tenu des rapports d’expertise présentés par les salariés. Mais, selon Danielle Brunel, secrétaire générale du SNA, depuis ces aménagements du 18 avril «la cartographie reste figée» et «sa philosophie «inchangée».

 

Les salariés de la Banque ont fait grève à plusieurs reprises contre le projet.

 

L’intersyndicale a en outre lancé un appel au président François Hollande, dans une lettre où elle dénonce le plan qu’elle juge porteur d'«une grave menace» pour les usagers.

 

«Nous ne pouvons comprendre la logique d’une telle dévitalisation de la présence de notre institution dans les territoires et les bassins d’emplois», estime le personnel dans cette lettre. «Ce serait là sacrifier un outil essentiel pour combattre la crise financière et mettre en oeuvre une politique de croissance en France et en Europe», ajoute-t-il.

 

De nombreux élus ont apporté leur soutien aux salariés de la Banque. Le maire de Saint-Denis, Didier Paillard (PCF), a notamment dit à l’AFP craindre un «démantèlement d’un service public de qualité».

The afternoon is devoted to the final list of closures of banks and branches between 2013 and 2020 and the backup plan of employment (PSE).

 

This social plan involves 176 people whose jobs will disappear in 15 cases closures planned between 2013 and 2020.
