المغرب.. مسيرة للمطالبة بمنع التدخين في الأماكن العامة

 

قانون الحظر موجود لكنه غير مُطبَّق بسبب ضغوط لوبيات صناعة التبغ

يستعد آلاف المغاربة للخروج في مسيرة، في الثاني من يونيو/حزيران المقبل، تطالب بالمنع الفعلي للتدخين في الأماكن العمومية، من خلال تنفيذ القانون الذي يحظر التدخين في هذه الأماكن، وتمت المصادقة عليه في مجلسي النواب والمستشارين بالإجماع منذ شهور خلت، لكن دون أن يُطبَّق على أرض الواقع.

 

وتأتي هذه المسيرة الوطنية، تحت شعار "لنمش من أجل الحياة، لنمش من أجل تفعيل قانون منع التدخين في الأماكن العمومية"، استجابة لدعوة منظمة مدنية تعرف باسم "بدائل للطفولة والشباب"، وذلك في سياق الاحتفال بمناسبة اليوم العالمي للامتناع عن التدخين يوم 31 مايو/أيار الجاري.

 

تطبيق القانون

 

وأفاد بلاغ لمنظمة "بدائل"، توصلت "العربية.نت" بنسخة منه، بأن المسيرة التي يُتوقَّع أن يشارك فيها أكثر من 10 آلاف شخص، تهدف إلى المطالبة بسن سياسات ناجعة تحد من استهلاك التبغ في البلاد، تنفيذاً لبنود اتفاقية منظمة الصحة العالمية بخصوص مكافحة التبغ.

 

وأوضحت منظمة "بدائل" أن هذه المسيرة مناسبة سيرفع خلالها المشاركون مطالب محددة للحكومة تهم "تفعيل القانون المتعلق بمنع التدخين والإشهار والدعاية للتبغ في الأماكن العمومية"، وأيضاً "تسريع إصدار النصوص التطبيقية الكفيلة بتنزيل هذا القانون على أرض الواقع".

 

وقال محمد عفار، ناشط مدني في مجال محاربة التدخين والمخدرات، لـ"العربية.نت": إن "المسيرة تعد الأولى من نوعها في البلاد، بالنظر إلى مراميها المسطرة"، مضيفاً أنها "مسيرة تسعى أساساً إلى إسماع صوت الأغلبية الصامتة من المغاربة الذين يعانون من تفشي التدخين في كل مكان دون مراعاة لحرمة هذه الفضاءات العمومية".

 

وزاد الناشط أن المسيرة "فرصة لإيصال مطالب شعبية واضحة المعالم إلى آذان الحكومة التي جاءت لمحاربة الفساد كما وعدت بذلك في حملاتها الانتخابية السابقة"، مشيراً إلى أن منع التدخين بقانون مُفعَّل على أرض الواقع، وليس فقط حبراً على ورق، هو أيضاً يدخل في باب محاربة الفساد.

 

لوبيات قوية

 

الدكتور عمر الكتاني، أستاذ اقتصاد التنمية بجامعة الرباط، قال في تصريحات لـ"العربية.نت" إن تفشي التدخين في المجتمع المغربي يتحمل وزرَه المسؤولون على تطبيق القانون المصادق عليه من طرف البرلمان، لأنهم عجزوا عن تنزيل القانون الذي يحظر التدخين في الأماكن العمومية على الأرض كما ينبغي.

 

وتابع الكتاني أن المغرب عوض أن يُفعّل القانون ويجعله حياً في عيون الناس، تم تغييبه وتجاهله، حيث تكتفي السلطات بوضع علامات وإشارات تلتمس الامتناع عن التدخين في بعض الأماكن العامة، لكن دون وجود قوة زجرية ترصد وتعاقب من لا يحترم هذا السلوك ليكون عبرة لغيره.

 

ولفت المتحدث إلى أن المسؤولين يفتخرون بأنه لدى المغرب أكبر شركة لإنتاج التبغ وتصنيع السجائر، ليس فقط في البلاد بل في إفريقيا كلها، مشيراً إلى أنه كيف يمكن في هذه الحالة أن يطبقوا قانون حظر التدخين في الأماكن العمومية، بالنظر إلى قوة "اللوبي" الذي يتحكم في تجارة التبغ بالبلاد، والذي ليس من مصلحته تماماً تطبيق هذا القانون.

 

وضعية التدخين

 

وتحتكر شركة "إمبريال توباغو" الإنجليزية لتوزيع السجائر حصة كبيرة من سوق التبغ بالمغرب، بالإضافة إلى شركتين أخريين، والتي تحقق أرباحاً ضخمة تقدر بأكثر من 16 مليار درهم سنوياً تعود إلى هذه الشركات، وأيضاً إلى خزينة الدولة التي تحصل على 66% من هذه العائدات بوساطة الضرائب المختلفة.

 

وبحسب الأرقام المتداولة فإن أكثر من 13% من المدخنين بالمغرب تقل أعمارهم عن 15 عاماً، و48% من الشباب بين 15 و19 عاماً يدخنون، و36% من الفئة العمرية التي يفوق سنها 20 عاماً، كما أن أزيد من 35% من الطلبة في مؤسسات التعليم العالي يدخنون، و25% من تلاميذ الثانويات.

Preparing thousands of Moroccans to come out in March, on the second of June next, demanding prevention actual smoking in public places, through the implementation of the law, which prohibits smoking in these places, and was approved in the House of Representatives and advisers unanimously months ago, but without applied on the ground.

 

The present national March, under the slogan "freckle for life, freckling in order to activate the law banning smoking in public places", in response to an invitation civic organization known as "substitutes for Children and Youth”, in the context of the celebration of the World Day to refrain from smoking on May 31 of this.

 

Law enforcement

 

According to a communiqué of the Organization of the "Alternatives", reached "Arab. Net”, a copy of it, that the March, which is expected to be attended by more than 10 thousand people, aiming to claim the enactment of policies effective limit tobacco consumption in the country, to implement the provisions of the WHO Framework Convention on combating Tobacco.
